May_28, 2024 The Wheeler County Commissioners Court met in Regular Session on the above date at 9:00 AM to consider the below listed agenda items. Members present were: Judge McDowell, Commissioners Jackie Don May Jr, Phillip Gaines, David Simpson and John Walker, Precincts 1,2,3&4 4 respectively. Also attending were: Margaret Dorman-Clerk of the Court; Nichole Mock-County Auditor; Renee Warren-County Treasurer; Cindy Brown-Tax Collector; Debbie McLaughlin- Deputy District Clerk; Belinda Daniels-Sheriff Office; Kimberly Morgan-Tax Appraiser; Cecil Gaither, Janie Van Zandt, Pam Hibler and Marla Ford-North Wheeler County Hospital Board; Ann Graham, Tonya Finsterwald, Suzanne Lohberger, Roger Pace, Kathleen Cross and Ada Lester-Wheeler County Historical Committee. Court was called to order by Judge McDowell and then Jackie Don May Jr offered the opening prayer. DISTINGUISHED SERVICE AWARD-TEXAS HISTORICAL COMMISSION TO WHEELER COUNTY HISTORICAL COMMITTEE The following members of the Wheeler County Historial Committee met with the Court to present the ished Service Award for 2023 as presented to them by the Texas Historical Commission for the 2023 year.. After congratulations were offered by the Court, Phillip Gaines made a motion which was seconded by Jackie Don May Jr to acknowledge the award on behalf of the Commissioner's Court. Motion carried unanimously. John Walker made a motion which was seconded by David Simpson to approve the County Treasurers Claim Report for the period of May 14, 2024 through May 23, 2024 and totaling $357,362.72. Motion carried unanimously. David Simpson made a motion which was seconded by Jackie Don May Jr to approve the compensatory times for each David Simpson made a motion which was seconded by Phillip Gaines to approve the following budget amendments: PUBLIC COMMENTS None at this time Distingu- APPROVAL OF FEE REPORTS COMPENSATORY TIMES APPROVED-Ending May 24, 2024 department, through May 24, 2024. David Simpson made a motion which was seconded by Jackie Don May Jr to approve the below listed line item budget -$ 112.00 from Supplies to Ammunition & Weapon Exp -$ 6,000.00 and 3,710.00 from Fuel & Ens to Vehicle Expense Ind. Def -$10,000.00 from Contigency to Indigent Defense Judge McDowell mentioned a number of items that he would like to consider in the future, such as: use of county owned vehicles, compensatory time, air conditionersi. dnCH and the inability of the south Wheeler County ambulances being able to communicate by radio with deputies. LAW ENFORCEMENT K9 POLICY APPROVED PAUPER CREMATION POLICY After discussion, no action was taken. After discussion, Judge McDowell made a motion which was seconded by David Simpson to approve a Wheeler County Policy for Law Enforcement Dogs. The effective date will be May 28, 2024.. Motion carried unanimously. TAX DEED APPROVAL-Harish Patel-Lot 14, Block 5, Shamrock, High School Addition MARIAH SELBY-SALARY INCREASE VICTIMS COORDINATOR, effective May 28, 2024 John Walker made a motion which was seconded by Phillip Gaines to approve the Tax Deed for the sale of Lot 14, Block 5, Shamrock, High School Addition to Harish Patel, effective May 28, 2024. Motion carried unanimously. At the request of the County Attorney, Jackie Don May Jr made a motion which was seconded by David Simpson to name Mariah Selby as the Victim Assistance Coordinator for the County Attorney office and increase her salary $7,000.00, effective May 16, 2024. Funds will come from SB 22 Rural Prosecutors Grant Award. Motion carried Members of the North Wheeler Coumtylra were in attendance and spoke to the Court with their budget concerns. Phillip Gaines made a motion which was seconded by David Simpson to approve the bills for payment and pay unanimously. BUDGET WORKSHOP PAYMENT OF BILLS EXECUTIVE SESSION None needed.
