COUNTY OF HENRICO, VIRGINIA BOARD OF SUPERVISORS SPECIAL MEETING May 14, 2024 The Henrico County Board of Supervisors convened a special meeting at 4:00 p.m. on' Tuesday, May 14, 2024, in the County Manager's Conference Room, Administration Building, Henrico County Government Center, Parham and Hungary Spring Roads, Henrico, Virginia. Members of the Board Present: Tyrone E. Nelson, Chairman, Varina District Daniel J. Schmitt, Vice-Chairman, Brookland District Roscoe D. Cooper, III, Fairfield District Misty D. Whitehead, Three Chopt District Jody K. Rogish, Tuckahoe District Other Officials Present: John A. Vithoulkas, County Manager Andrew R. Newby, County Attorney Tanya N. Brackett, CMC, Assistant to the County Manager/Clerk to the Board Michael Y. Feinmel, Deputy County Manager for Public Safety W. Brandon Hinton, Deputy County Manager for. Administration Cari M. Tretina, Deputy County Manager/ChiefofSlaf Steven J. Yob, Deputy County Manager for Community Operations Ben A. Sheppard, Director of Public Relations 2024 High School Graduation Plan at Henrico Sports & Events Center Dennis Bickmeier, Executive Director of the Sports and Entertainment Authority, explained to the Board we are one week away from welcoming Caroline County High School to the Henrico Sports & Events Center (HSEC) for its graduation and weeks away from Henrico's graduation ceremonies. He provided an update on the planning for those events with Captain Greg Jones of the Police Division. Captain Jones explained Henrico's graduation ceremonies will take place over a three-day period from 9:00 a.m. - 10:00 p.m., with the areas of concerns being the large amount of people expected, the availability of parking spaces, the time period in between graduations, the increase of traffic on the roadways around HSEC, and the active construction currentlyi in the area. Captain Jones shared an aerial overview oft the parking area and reviewed Next, Rick Lilly, Education Specialist for Student Activities with Henrico County Public Schools, stated there are 3,500 seats in the venue and each seat is expected to be filled. There Ms. Whitehead asked is there any reason to be concerned about safety issues. Chief English stated there are none at this time, but the team has weekly meetings with the schools. the parking plan, exit plan, and traffic control for the events. will be a livestream available on the HCPS website. Agriculture and Forestry Industries Development Fund (AFID) Planning Grant Cari Tretina announced this new initiative brought forward by the H.E.A.R.T. Committee to seek grant funding to support urban farming in the community. Ms. Tretina explained there was a resolution on the general agenda this evening to approve the grant application by Next, Steve Yob, Deputy County Manager for Community Operations, shared good news about receipt ofa a grant to create a trail that would run four miles through New Market Heights to the James River. Mr. Cooper asked about the timeframe for completion of the trail. Mr. Yob stated they are currently working on the design of the trail, which will be completed in phases. Staff are hoping for additional grant funding from Senator McClellan and to begin work in the fall. PlanRVA. Closed Meeting On motion ofMs. Whitehead, seconded by Mr. Cooper, the Board approved going into a closed Consultation with legal counsel regarding specific legal matters requiring the provision of legal advice concerning tax-exempt bond financing, pursuant to Section 2.2-3711(A)(8) oft the meeting at 4:36 p.m. for the following purpose: Code of Virginia.
