COUNTY OF HENRICO, VIRGINIA BOARD OF SUPERVISORS SPECIALMEETING May 28, 2024 The Henrico County Board of Supervisors convened a special meeting at 4:00 p.m. on Tuesday, May 28, 2024, in the County Manager's Conference Room, Administration Building, Henrico County Government Center, Parham and Hungary Spring Roads, Henrico, Virginia. Brandon Hinton, Deputy County Manager for Administration Monica Smith-Callahan, Deputy County Manager for Community Affairs Cari M. Tretina, Deputy County Manager/Chiefofs Staff Steven J. Yob, Deputy County Manager for Community Operations Ben A. Sheppard, Director of Public Relations Public' Works Projects Update Terrell Hughes, Director ofl Public Works, gave the Board an update on several projects and an overview of the budget amendment for transportation projects on the general agenda that evening. The budget amendment includes significant Central Virginia Transportation Authority (CVTA) regional funding. Todd Eure, Assistant Director of Public Works, responded to questions from Mr. Schmitt regarding what funding would be used if CVTA funding was unavailable. Mr. Vithoulkas explained the Board would issuel bond funding asi it has done in the Mr. Hughes also reviewed the Defense Community Infrastructure Program grant item on the Board's evening agenda. He explained how the grant would help with significant funding for past or do a pay-as-you-go process. road improvements near the Airport. Sentara Community Care Center Mr. Romanello gave a quick update for the Board on the Sentara Community Care Center. Mr. Romanello explained that the facility was located at Meadowood Square and was a part of an enterprise zone revitalization project in the Fairfield District. The goals for Sentara are tol bring health and wellness services to under-resourced communities, advance health equity, and improve disparity gaps. He shared several photos from the facility and a roadmap of the growth ofSentara Community Care from 2022-2023. Comprehensive Plan Update - Phasel Joe Emerson, Director of Planning, explained the Planning Department is in the early stages of updating the Comprehensive Plan. Staff have begun the process with the Planning Commission and will be bringing the revision to the Board in phases. He recognized Rosemary Deemer, who gave the remainder of the presentation. Ms. Deemer shared the project website and the interactive map with the Board and reviewed the residential survey staff did with 5,000 residents, noting it was 1,000 per magisterial district. The survey was conducted September 13, 2021, through January 11, 2022. Residents were invited to participate online, and hard copies were also sent. A recreation and parks survey was also conducted with 4,000 residents at 800 per magisterial district from October 7, 2021, through January 11, 2022. Ms. Deemer stated a community visioning event was held in March in the Ms. Deemer explained the purpose of the planning process is to create a long-range plan to enhance the quality ofl life, protect community character, support economic expansion, guide Mr. Nelson asked about community involvement in the comprehensive plan process. Mr. Emerson explained they will be putting out even more information for community involvement and public comments after they have a draft plan to share. Ms. Whitehead complimented the website and the hard work the Planning Department has put forward. Mr. Nelson explained he has received several emails about how long the process takes and how the Planning Department shares the information. Mr. Emerson stated the 2026 Comprehensive Plan took 4-5 years to complete. Girls for Change Introduction Angela Patton, Founder of Camp Diva Leadership Academy and CEO of Girls for Change, thanked the Board and the County Manager for their support of her non-profit organization. Girls for Change aims to empower black girls by providing them with essential education, mentorship, and opportunities with the goal to equip them with the skills and knowledge they need to navigate societal and systemic challenges, helping them become strong, informed, and independent individuals. Ms. Patton stated her organization was founded in 2000 and they have served approximately 30,000 black girls in the region since then. 100% Ms. Patton was excited to share information about an event called a "Date with Dad" weekend, which is a special dance created to give girls much needed bonding time with their incarcerated fathers. The event is an annual event and became the subject ofa TEDWomen talk in 2013, which generated over 1,000,000 views and inspired the making ofa film called DAUGTERS." The firm premiered at the Sundance Film Festival in the U.S. Documentary Competition and won two awards: Festival Favorite and Audience Choice. She was excited of their seniors have gone to college and earned a merit scholarship. to announce it will premiere on Netflix on August 14. 2 Ms. Whitehead complimented the program and everything they are doing and asked ift they will take court referrals ift the judge makes the recommendation. Ms. Patton stated, yes, they will take all girls. Their goal is to make all black girls feel accepted and loved. Mr. Nelson asked if the program is working with Schools. Ms. Patton stated they are currently in five Henrico high schools and middle schools. Ms. Patton again thanked the Board for their support.
