The site ofthe proposed facility is at thei intersection Mr. Lin Pope, Director of Planning, gave an overview of ZMA-1-2024 and SP-1-2024 applications for Wawa, Inc. At the February 13, 2024, Planning Commission meeting, the Several Wawa Inc. representatives were present to provide an overview of their proposed truck or travel stop and retail food store project in Greensville County. They will use local suppliers and materials to build the facility and it is anticipated to take about 9: months to construct the facility. Sixty long-term jobs will be created. There was no representation from the Virginia Department of Transportation (VDOT) at Crews completed a ditching/driveway pipe replacement on Milestown Road. Crews addressed a total of 58 customers service work orders. Capron Bridge crew assisted with bridge abutment work on Little Low Ground Road. Crews cleaned pipes on Brantley Moore Turnpike for a work order complaint. Virginia Department of Transportation Residency staff continues to address several concerns raised by the Greensville County Board of Supervisors to include Brickyard Road, Macedonia Road, Reigel Roads and Blanks Lane. Several traffic engineering requests are still being reviewed. APPLICATION OF ROSALIND SOLAR, LLC REQUESTING REVIEW WHEREAS, Rosalind Solar, LLC submitted an application dated March 23, 2023, for review ofits proposed solar facility pursuant to VA. Code Ann. $ 15.2-2232 (the "Application"), PURSUANT TO VA. CODE ANN. $ 15.2-2232 which application was received by Greensville County on March 23, 2023. WHEREAS, VA. Code Ann. $ 15.2-2232.B. provides for the Planning Commission to take action on the Application within sixty (60) days of the date of the Application unless such review period is extended by the Board of Supervisors. WHEREAS, on May 1, 2023, July 5, 2023, September 5, 2023, November 6, 2023, and January 2, 2024, the Board of Supervisors granted additional time for the Planning Commission to1 review the application. WHEREAS, the Board of Supervisors desires to provide additional time for the Planning IT IS, THEREFORE, HEREBY RESOLVED by the Board of Supervisors that, as authorized by VA. Mr. Russell Slayton, County Attorney, provided an overview of the Lease Agreement among Emporia/Grensvile Airport Commission, Greensville County, and the City of Emporia, and requested approval from the Board. This lease agreement is in reference to the truck driver training program, which has been an asset to the County for many years. Parties affected by this are Greenvile/Emporia Airport Commission, Greensville County, the City of Emporia, and Southside Virginia Community College. It was agreed that the new lease agreement would include terms taken from the prior lease agreement, which provide that the leased area consist of4% acres ofland, and a 2,412 square foot office building/classroom where the truck driver training school is held. The lease provides for an initial term commencing on effective date March 4, 2024, and extending through December: 31, 2028. The lease also provides for three, three-year renewals. The lease was approved by the Airport Commission. Supervisor Conwell moved, seconded by Supervisor Astrop, to approve the Lease Agreement as presented. In Re: Deed of Sublease, January 16, 2024, between Greensville County, Virginia, City of Emporia Virginia, and Southside Virginia Community College Mr. Russell Slayton provided an overview of the Deed Sublease Agreement in reference to the facility and grounds used by Southside Virginia Community College to operate the truck driver training program and requested approval from the Board. The Deed Sublease is for a term of five years. Supervisor Conwell moved, seconded by Supervisor Astrop, to approve the Deed of Sublease as presented. A roll call vote was taken as follows: Supervisor Astrop, aye; Supervisor Cain, aye; Supervisor Conwell, aye; and Chair Brown, aye. In Re: Emergency Management Worshop Dr. Charlette T. Woolridge, County Administrator, stated that the County and City are working collaboratively toj provide Emergency Medical Technician (EMT) courses to the citizens ofGreensville County and Emporia. The anticipated cost is $30,000.00. The County and City will each have a 50/50 share in the cost. After the first EMT training conducted by the City, several participants were hired by the Greensville Volunteer Rescue Squad, and a few are now volunteers with the Greensville Volunteer Fire Department. Dr. Woolridge recommended that the Board approve the County's share of the cost oft the EMT course in the amount of$15,000.00. Funds are available in the vacant Emergency Services Coordinate position. 9 Supervisor Conwell moved, seconded by Supervisor. In Re: Boards and Commissions Appointments Children's Services Act Planning and Management Team (CMPT) Parent Representative Supervisor Conwell moved, seconded by Chair Brown, that the Children's Services Act Planning and Management Team's (CMPT) at-large appointment be deferred to the April 8, 2024, Board of Supervisors meeting. In Re: Performance Agrement-Project Warren Mrs. Natalie Slate, Director of Economic Development, presented a Performance Agreement between the Industrial Development Authority, Greensville County and Project Warren and asked that the Board approve as presented. The performance agreement sets forth terms of the investment in the jobs that the company will make, and the incentives Greensville County will offer to the company. The proposed project is receiving state grant funds to come to Greensville County. Therefore, the project announcement will not be made until aj press release is received from the Governor's Office. Crews cleaned pipes on Brantley Moore Turnpike for a work order complaint. Crews addressed 24 customer service work orders and 66 scheduled work orders. Crews cleaned pipes on secondary routes in preparation for ditch- pulling operations. Crews completed a washout repair on Route 630. Crews will continue to address right-of-way issues by trimming tree limbs back away from the right-of-way at various locations. Crews will continue to pull shoulders on the proposed pavement routes that have been awarded. Crews will start to transition into spring work to include ditching operations and shoulder pulling. Crews worked on dirt roads in the County. The Residency continues to address several concerns brought to us by the Greensville County Board of Supervisors regarding Reigel Road, Brickyard Road, Macedonia Road, and Blanks Lane. Several traffic engineering requests are still being reviewed and we will respond as we receive them. Anticipated to startmid-June. The tree trimming contractor worked on Route 611 and work crews provided traffic control.
