Minutes  Floyd County Board of Supervisors Special called Meeting May 09, 2024  1. Called to Order - Chairman Turman called the meeting to order at 6:30 m. 2. Opening Prayer - The opening prayer was offered by Supervisor Bechtold. 3. Pledge of Allegiance - Supervisor Cox offered the Pledge of Allegiance. 4. Quorum - Dr. Millsaps called the roll. A quorum was found of all Supervisors.  Chairman Turman = Acknowledged the Floyd Floyd Public Service Authority, PSA, chair Mr. Mr. Maslaney introduced Mr. Kevin Byrd, Executive Director of New River Valley Regional  Maslaney, and turned the meeting over to him.  Commission, who will facilitate this evening's meeting. Mr. Byrd read the purpose of the meeting:  Listen to an overview presentation from the Floyd-Floyd County Public Service Authority (PSA) regarding system operations followed by meeting attendees asking clarifying questions. Discuss the impact of potential unforeseen system outages. No action will be taken during the meeting and no decisions about the system are anticipated. This is intended for information sharing and discussion. The pump Station out of  order until the problem is located and fixed.  Solutions Iemporary  A)Call Montgomery Sanitation to help with the truck pumping the wet well  around the clock until the repair is completed.  B)Have our contractor spot-check and or Cut in a tee and snake the force main  to locate the collapse or blockage.  Permanent  Excavate and repair the Force Main. Cost would be very hard to determine depending on where the problem was and how long it would take to find it.  Iimeline for Recovery 2-5 days Cost Estimate (min-max)  512,000-530,000 (Justin Hylton) -Location and fixing force  main Hauling: Sanitation normal hours) Sanitation after hours)  $800 (2 hours/ per truck) and $200 for each additional hour/ per truck Montgomery $1000 (2 hours per truck) and $300 each additional hourl per truck (Montgomery    Jacksonville Tank  Problem  Tank draining due to holes forming in the plate walls... this is a current problem; we have  temporarily repaired 5 holes to date. Who it would Affect (Impact)  Customers using the High-pressure side from Storker's knob down to the Station and Village Green, including all residents on the high-pressure side, Jacksonville Center, Dodge Dealership, Hotel Floyd, Village Green, Floyd Spaces, and other surrounding businesses  would be out of water until a repair is made.  Solutions Temporary  The tank would need to be taken offline and a temporary pressurization system would need  to be installed, then the booster pump would keep the system pressurized.  Permanent:  Repair the holes and or replace the wall plate in the tank if needed.  Timeline for Recovery 5-10 days for hole repairs  Minimum of 4 months for wall plate replacement  Cost Estimate (min-max) $32,000 (hole repairs) $30,000-$50,000 (plate repair)    Jacksonville Tankk/ Strokers Knob  Soekey Knob to fown Nillane Glecn Ai. CnteAets Caebealeesp    Well6  Problem  Ifcollapsed or pulled sand.  wnolimoaldatiectimasn  Water availability would affect all residents, businesses and the School System connected to the PSA water system in the County and Town. Water restrictions would be required for everyone on the system.  Solutions Temporary.  We would increase the running time of our other wells, but we are limited to how much we can pull before getting air into the system. Trucking in water wouldn't really be feasible for keeping up with system demand but an estimated hauling charge would be $250.00 for 3,800 gallons sO implementing av water restriction would more than likely be necessary.  Permanent  Call Rofrer and H&P who is familiar with Well 6 and have them determine what steps would need to be taken to fix the problem; such as inserting a sleeve, reaming the well depending on the nature of the collapse or sand vein opening or possibly drilling a new well in the immediate vicinity.  Iimeline for Recovery 1-3 months  Cost Estimate (min-max)  $80,000 (motor & pump & piping replacement if needed) $50,000-5170,000 for new well adjacent to the existing well  -8-    Mr. Byrd handed out the index cards to all parties and asked that write down one question per card. The first round of questions should pertain to the presentation  content.  During the second round, Mr. Byrd asked all parties to write down questions that were not in the presentation but were interested in knowing about the system.  During each round discussions were had, and further questions were answered by  different staff and board members.  Mr. Byrd then asked all parties to write down three items that were learned through the presentation and the discussions from today. Mr. Byrd collected all the cards and read  them aloud with interaction from the group.  Lastly, Mr. Byrd engaged the group in the next steps in the process. Further discussion regarding the necessity and opportunities oft financial funding continued. A follow-up  meeting will scheduled.  Adjournment - On a motion by Supervisor Boothe, seconded by Supervisor Kuchenbuch, and unanimously carried, the Board voted to adjourn until the next meeting on 05/14/2024 at  8:30 a.m. (or soon thereafter).
