TAYLOR HARVIE, III, COUNTY ADMINISTRATOR ASHLEY GUNN, ADMINISTRATORS ASSISTANT JEFF GORE, COUNTY ATTORNEY  Chairman Felts called the May 15, 2024, Regular Meeting oft the Amelia County Board of Supervisors to order at 7:00 P.M. and determined there was a quorum with all five members participating. Supervisor Morris offered the invocation, and everyone participated in the Pledge  ofAllegiance. CONSENT AGENDA  The agenda was amended to remove the Community Development Items: Public Hearing- Special Exception Request- Detached Dwelling Unit (Shaun Spradlin), Special Event Requests- Amelia 5k, Amelia Animal Shelter Grill Off, and Civil War Reenactment of Sailors Creek. Supervisor Morris read a statement that he wanted to share with the community regarding  the FY25 Budget. PUBLIC COMMENTS Joy Worsham Martin Konkel  Discussed the Amelia Food Pantry needs and what the help they have received.  3    Asked who submitted an evaluation ofthe County Administrator Stated that Benjy covered most ofv what was on his list and asked about Discussed adding a County Sticker again and his concerns if we don't. Discussed his discontent for waived taxes and thanked the board for their work. Discussed watching the Landfill Committee Meetings.  STAFF/COMMITTEE/ORGANIZATIONAL REPORTS AND PRESENTATIONS  VDOT Report: A. VDOT Report:  Maintenance:  Primary and Secondary mowing has begun. Traffic Studies/ Special Requests:  Shoulder work and surface treatment preparation has begun as well. Pavement markings for 360 crossovers have been received and implementation  will begin.  B. School Board  Dr. Harper gave a report on Enrollment and school board activities.  Mr. Trump discussed the financial report. Appropriation Request:  Amount of $27,600 with no local funding Amount of$50,000 with no local funding nol local match. 5-0; Motion unanimously approved. C. Emergency Management Appropriation Request calling for a motion. * No action was taken at this time.  Supervisor Jones motioned to approve both appropriations equaling $77,600 with  Supervisor Robinson requested that they provide supporting documentation before  D. Library Appropriation Requests- Virginia Commission for the Arts  : Supervisor Robinson motioned to approve the appropriation requests for the two grants of $425 and $1,428 for the library. 5-0; Motion approved unanimously.  E. RiverStreet Update    Rob Taylor presented updated information ofthe current progress oft the project.  Would like to discuss a groundbreaking event in June.  F. Supervisor Reports:  Supervisor Jones: Attended a CRC meeting and thanked everyone for putting on the Amelia Day. Supervisor Morris: Stated that it was the best amelia day that he's seen. He attended the Maplewood Landfill Committee and welcomed the new employee, Royce Coleman.  Supervisor Easter: Attended Amelia day and complimented all the public works employees for their hard work, complimented all the parks and rec. staff and county employees for putting on the Business Appreciation Day event provided by the EDA and ChamberofCommerce.  Supervisor Robinson: Stated he didn't do anything.  Supervisor Felts: stated that was the biggest Amelia Day he's s attended. He attended the Jail board meeting, social services meeting and welcomed the new social services director.  COMMUNITY DEVELOPMENT  *Items were removed until the continued meeting May 20, 2024.  OLD/NEW BUSINESS  A. Smacks Creek Wastewater Treatment Permit  * Supervisor easter motioned to let the permit of Smacks creek WWT expire. 5-0;  motion approved. Martin Konkel  B. Public Hearing- Proposed FY25 Budget  Discussed his concerns with the current state oft the budget and provided ideas on Discussed paying too much per student and believe the School Board needs to address why other counties are doing better with less money per student.  how to address some oft the issues.
