COMMUNITY DEVELOPMENT REPORT Monthly Report - May 2024 Community Development and Zoning Administration PLANNING COMMISSION/PO The PC monthly meeting was held on May 1.2024. A. joint public hearing is scheduled for May The Technical Update tot the Comprehensive Plan (dated April 9, 2024) has been completed. A joint public hearing will be held on May 22, 2024. to present the plan for review and adoption. Thet technical update does not reflect any policy changes tot the 2014 Comprehensive Plan. The Commission votedt to reduce the Commission from a seven voting member commission toa five voting member commission as permitted by state code. A Staff amendment tot the Town Code and Zoning Ordinance is scheduled fora a joint Public Hearing on May 22.2024. The PC by-laws reflecting the change will be amended ata a subsequent PC meeting. AE BZA application (on December 14. 2023) requesting approval foras short-term rental on 704 South Water Lane was deferred until a date uncertain. The BZA voted to defer the case and request thatt the TC provide a directive for the staffa and PC to review the short-term rental ordinance. This work is underway, but currently on hold pending action by the Governor regarding SB: 544. A revised updated memo has beeni issued by the Berkley Group providing options for moving forward to developa a short-term rental ordinance that aligns with SB544 22,2024, to address four planning related ordinances and amendments. BOARD OFZONING APPEALS/BZA) signed by the Governor. LARGER PROJECTS Town/County Boundary At the TC meeting on February 12" TC approved the recommended "pink" boundary line as the acceptable town/county boundary line. Itis the goal to ensure that the original town boundaries. as reflected on the Official Zoning Map dated September 16. 1993, are honored. and maintained. On February 13.2024. Essex County's agenda included the discussion oft the town/county boundary clarification. At this meeting the County did not take action, asking staff and the County Attorney to clarify a few questions. During this review further research has been takent toe evaluate the September 29, 1975, Annexation document (Reference Law Order Book 14, pgs. 97+). This review is on-going. County has indicatedac desire Public Maintenance Facility/Access Roads Staff provided Dr. Thomas and his team a summary regarding the proposed boundary plat and alternative road alignments submitted to the Town for consideration. Thes summary outlined the findings and recommendations based on a review by VEDP Grant Staff continues to coordinate with TRC. the Town'sc consultant engineers. The preliminary private easement road and proposed boundary for the maintenance facility was provided to consultants to review the impact oft these requests on the preliminary design for the airport property. Towns staff has provided the School District with feedback on these documents. Zoning Map- The Official. Zoning Map will need to be updated once the Town/County boundary linel has been confirmed. This will require publicl hearings and adoption by the Town Council. In the meantime. the: zoning map: adopted on January 9.2 2023. is being printed to be available to the tov wait untila after.
