Ayala, Finance Manager ANNOUNCEMENIS: a. President's Announcements:  President Dunham announced. that she received. Director Larry Glenn' 's handwritten President Dunham announced. there was ai tour ofdowntown done by the Texas Downtown Association and the EDC should have ai report in 4-6 weeks. President Dunham spoke about EDC property that was under contract with the Ed Rachal Foundation. She notified the board that the EDC will continue to own it until the ERF gets release from the Texas Parks and Wildlif Department. She stated it could take upto 2 years and the contract with the ERFwouldmeed to be extended qfier 61 months. President Dunham discussed the upcoming PUD and that she was becoming, familiar  resignation from the PEDC as ofApril. 1".  She also commented. the property is part of the PUD.  with the process. Directors that the City of Palacios and the Chamber of Commerce had a very, productive meeting on working together to collaborate on future President. Dunham stated that she receivedai request. for the EDC to become a sponsor for the upcoming Chamber ofCommerce Poker in Palacios fundraiser.  items.  b. Board of Directors Announcements: Director Gardner announced the Chamber ofCommerce  would be holding their Candidate Forum within the week.  CITIZEN FORUM: None PRESENTATIONS AND REPORTS  February Financials Finance Manager, Maria Ayala. Ayala presented. financials for February Palacios Downtown Association President Dunham and Vice President Linden attended the Palacios Downtown Association meeting and notified the board the biggest topic of discussion was the upcoming Matagorda Bird Fest. Dunham encouraged everyone to Marketing Committee President Dunham and Vice President Linden visited locations in Palacios that have received grants from the EDC and places signs throughout the city. Business Retention and Expansion (BRE) Director Tran notified the board that he visited with Trans and Matamoros Taco Hut and gave them information about the Bert West Grant. Director Cartwright stated she would reach out to the Eagles Hall and see if Redevelopment of Infill Director Woolf passed out a plan he would like to have on a future EDC Agenda to discuss how to move forward with an incentive plan for infill  20241 to. EDC Directors.  participate and visit their website.  theywould. be interested inj participating in the Bert West Grant.  housing.  DISCISSIONACTION ITEMS  1. Minutes Approve minutes from Regular EDC Meeting of March 06, 2024. Presented by President Dunham. Director Gardner made ai motion to approve the minutes ofthe Regular EDC meeting as presented. Director Linden Seconded the motion. Motion passed  unanimously.  Items 2 & 3 were combined in discussion by EDC Directors.  2. February Bills to be Paid Discuss and approve bills to be paid for the month of February 3. Bert West Small Business Grant Discuss and approve applications received for the grant, funds spent, and approve bills paid for grant recipients. Presented by President Dunham. President Dunham stated she would like to reject payment to Retail Coach until the board sees their report. Dunham also asked if there was a remaining balance for the sewer project. Ayala notified Dunham this was the final balance. Dunham notified the board that Nora Aparicio has completed. 90% of the outside oftheir building and that the EDC owed her $6,000. Dunham asked that her remaining balance be added to the bills paid. Dunham also asked that $2,500 be deducted  2024. Presented by Finance Manager, Maria Ayala.  PALACIOS ECONOMIC DEVELOPMENT CORPORATION REGULAR MEEINGMINUIES  APRIL 03,2024    from Retail Coach bill and would like to add $3,875. for a payment toJ's Custom Cravings, and Director Linden made a motion to approve bills paid in the amount of879,965.83 and to approve the Bert West Grant payments in the amount of $10,541.67. Director Cartwright seconded the 4. EDC Phone Discuss and approve forwarding calls for the EDC. Presented by President Dunham. Director Linden made a motion to have the City Administration EDC phone number to be forwarded directly to President Dunham' 's cell phone and for payment to be taken out of the administrative, funds paid to the City. Director Cartwright seconded the  $6,66.67for Nora Aparicio 's Bert West Grant Payment.  motion. Motion passed unanimously.  motion. Motion passed unanimously.
