MINUTES OF WORKSHOP: MAY 7, 2024 Mayor Pratka called the workshop to order at 5:28 pm. Cody Harris, Joe Pustejovsky, Matt Miller, and Chris Nors were present. Natalie Kelinske was Agenda Item #6, Regarding water/drainage issue on Playdium Drive. Kyle Schultz spoke on the recent street renovations that may have caused water to accumulate in the ditches, posing concerns for the residents of South Playdium. Further investigation is needed to assess the situation and determine the feasibility and cost of addressing it. The water accumulation is particularly noticeable on the side of the road, affecting areas like South Playdium and West Pool parking lot. It has been confirmed to be spring water, not contaminated with chlorine or other substances. Agenda item #8, Regarding Proposed Ordinances Related to Parking. Adam Miles drafted a new Parking Ordinance. The new ordinance is more detailed and includes provisions for abandoned cars and handicapped absent. parking. Workshop ended at 5:42 pm. MINUTES OF MEETING: MAY 7, 2024 1. Call to order: Mayor David Pratka called the meeting to order at 6:00 pm. 2. Mayor Pratka gave the pledge and the invocation. 3. Roll Call: Council members present - Mayor Pratka, Cody Harris, Joe Pustejovsky, Matt Miller and Chris Nors were present. Natalie Kelinske was absent 4. Citizens comments- No citizen comments 5. On a motion by Matt Miller, seconded by Cody Harris; Approval of Consent Agenda: All in favor, motion carried. The mayor reviewed April's monthly sales tax allocation, which amounted to $75,445.57, about $7,000 more than in 2023. The current balance of the EDC fund is Kyle Schultz updated us on the ongoing projects they are working on. He mentioned that final plat approval is the only item pending on general engineering services. The rain has slowed down the Wastewater Plant project, but it's still ahead of schedule and on budget. He gave a quick overview of the work completed since the last update. This includes the installation of the disk filter on the filter unit, delivery of the switchgear building adjacent to the generator, and some earthwork for the admin office building. They have completed approximately 74% of the work within the scheduled time frame. However, a lot of stored material on-site still needs installation. They will keep updating as time goes by. Apart from this, they are also working on permit renewal for the new plant. They have advertised in the West News, as required by TCQ, and administrative reviews have been completed and are currently under technical review at the TCQ. Jared Biermann from Walker Partners gave an update on the Reagan, Marable, Davis project he says it is progressing well, despite some delays due to heavy rain. They have completed 75% of the work by value and 52% by time. They still have $100,000 in contingency funds, out of the initial $200,000, to cover any unexpected expenses. He spoke with Atmos, and they will start work at the Walnut intersection and move south, once they relocate their line, we can proceed with the storm sewer work to improve the drainage in the area. He states their presence has caused some delays at the Marable and Spruce intersection. The site preparations are expected to be completed tomorrow, once that's done, the concrete work will start, including the curb and gutter, valley gutters, and CTB installation between the curbs. He anticipates significant progress in the upcoming days and concrete work scheduling is their next priority. They have a meeting with the contractor later this week to get an update on the schedule. He hopes to have a positive update for the Council on the asphalt at the next 6. Val Snokhouse, Kathleen Matus, and another individual raised concerns about water drainage issues on Playdium Drive. The Mayor confirmed that it was not a water main break but a natural spring causing the problem. The Council along with Walker Partners are working to resolve the issue. No action was taken. 7. Ordinances Related to Parking. All in favor, motion carried. Chief White mentioned that he was unable to secure the JAG grant for the LPR (automatic license plate reading) camera system but has applied for funding through the Safe Neighborhood Support Project and qualified to continue the project for another 12 months. The LPR cameras, provided by Flock Safety, are positioned in nine different spots throughout the city. Chief White stated that these cameras assist in investigations and alert the authorities in real time of any stolen vehicles, amber alerts, or silver alerts. While some of the cameras obtained through the JAG grant are suitable for city streets, this new grant will allow for a couple of long-distance cameras to monitor the interstate 10. No action was taken on the Evaluation of infrastructure/street work for next year's budget. Kyle Schultz reported that in 2021, an evaluation was conducted to identify streets in need of improvement, and a priority list was created. The exhibit displays these streets, some of which have been improved since 2021. Green lines indicate infrastructure-related work completed between 2015 and 2020. Light blue lines show completed street work from 2021 to 2024. The brownish color represents streets that were evaluated in 2021 but have not yet been addressed. The pink option is for future consideration, and the purple color represents the current project, which includes Reagan, Davis,and Marable streets. On the second exhibit, the completed work is shown with streets highlighted in green and blue. The remaining streets are marked in three different colors. Streets identified in red was identified as full reconstruction in 2021, which involved new utilities, curb and gutter, and lime-based pavement. The blue indicates mill and overlay, similar to the recent work on Davis Street, involving laying new asphalt over the existing surface. They presented these streets for consideration 11.
