Road and Bridge Road & Bridge Supervisor Tom Andersen and Blade Foreman Justin Lorimer joined the meeting at 8:30 a.m. to provide department updates. Sand Pit Reclamation - Andersen reported that his reclamation permit for the Ritchey Sand Pit has been approved. After advertising is complete, the Road and Bridge crew will start reclaiming the pit. Andersen is going to finish a permit that has been started prior for the Newton Pit. Road Impact Fees = Andersen met with a representative from Skyway Towers to discuss the installation of a 60ft Road access from County Road R to the West edge of the County right-of- way that connects to County Road R to the trail that will lead to the prospective tower being installed. The group discussed creating a universal Road Impact Fee chart to create a concise way Tires-1 The group discussed purchasing new tires for the mowing tractors. Matt Martin received Road Report = Lorimer provided a road report on current projects underway. The blade crew is working on County Road 52 East and' West of Highway! 59. Human Services The Board of County Commissioners convened as the Board of Social Services at 9:30 a.m. Human Services Director Kara Hoover, Administrative Assistant Lori Summers, Child Welfare & Adult Protection Supervisor Hollie Hillman, Legal Tech Ana Moran and Income Maintenance Supervisor Dalene Rogers were present. The Board of County Commissioners reconvened at 10:30 a.m. Public Comment At11:00 a.m. the Commissioners' were joined by Brandt Northrup and other members from the public to hear concern regarding an easement. Also present was Land Use Administrator Niki Alexander, Road and Bridge Supervisor Tom Andersen and County Assessor Cindy Taylor. The group expressed concern about a citizen using a roadway to enter onto a property. The roadway being used is a dedicated public road. RRWCD is seeking al letter ofs support from the Yuma County Commissioner'si for Congressionally Direct Spending. Thet funds will be used for as study to determine what increases in stream flows and water conservation are possible through stream restoration. This information is needed for the success to restore: streamflow and a natural habitat for Commissioner Gates moved to sign the Letter of Support for RRWCD. Commissioner Leerar seconded the native fish species in the South Fork of the Republican River motion. Commissioner Weaver was opposed. The motion passed. Office of EmergengyMonggenent At 1:00 p.m. the Commissioners heard a department update from Yuma County Emergency Manager Jake Rockwell. Among topics discussed were fire, weather, Covid & Public Health updates. Grass and Wildfires are likely to be an issue doi to the dry and windy weather) Yuma Countyi is experiencing. The weekly" Tornado. sirens have started back up since we are headed into thunderstorm season. Rockwell and Ritchey willl be conducting a desk review for the Grant Management Audit with the state on April, 16th. Rockwell is still working on an animal evacuation plan and will be meeting with the cattemen'sassociation. Yuma County Treasurer At2 2:00 the Commissioners met with Yuma County Treasurer, Chrystal Hammond. Hammond gave an update on investments, tax collection, tax liens and office updates. Hammond presented the final contract with 3+1 for the Commissioner's approval. Tax payments are coming in. The county is 35% collected. The Treasurer's office has been doing several trainings through the Treasurer's Association on the new Treasurer's Deed process. Hammond presented her1st Quarter Publicl Trustee Report. There are two open foreclosuresand: one Commissioner Weaver moved to sign the contract and engage with 3+1. The contract is $14,900.00 and is to be spent out of the Treasurer's Professional Services line. Virtual Meeting with Washington County Commissioners At 2:30 the Commissioners met with the Washington County Commissioners to discuss the combination of the WYCC (Washington Yuma Combined Cammucao.maPIAiony Boards. The group discussed that the board will consist of nine board members. Five members from Yuma County and four members from Washington County. Fairgrounds At 3:00 the Commissioners met with Carmen Murray to discuss Fairground Updates and present request for Fairgrounds Use with waived fees. The group discussed alcohol usage at the fairgrounds and fees regarding weekly trash dumps. Murray also is looking for someone to clean the fairgrounds. A current Road and Bridge employee is available to do the cleaning on days off. The Lonestar School is interested in cleaning during the 2024 fair during fair week. The group also discussed an advertising promotiont from Media Logic Radio fort the Commissioner Gates moved to approve Community Blessings for Hope to use the Fairgrounds May 30th.
