Belton City Council Meeting May 14, 2024-5 5:30 P.M.  The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor David K. Leigh, Mayor Pro Tem John R. Holmes, Sr., Councilmembers Wayne Carpenter, Craig Pearson, Daniel Bucher, Stephanie O'Banion and Dave Covington. Staff present included Sam Listi, Matt Bates, John Messer, Amy Casey, Mike Rodgers, Chris Brown, Larry Berg, Jon Fontenot, Paul Romer, Tina Moore, Cynthia Hernandez, Scott Hodde, James Grant, The Pledge of Allegiance to the U.S. Flag was led by Councimember Craig Pearson. The Pledge of Allegiance to the Texas Flag was led by Director of Communications 1. Call to order. Mayor David K. Leigh called the meeting to order at 5:33 p.m. 2. Presentation of Council pay for May 2023-May 2024. (Audio 2:07)  Judy Garrett and Jo-Ell Guzman.  Paul Romer. The Invocation was given by Mayor David K. Leigh.  The City Council received their annual pay in the amount of $1.00 for the past year 3. Consider an ordinance canvassing the May 4, 2024, Special Election returns. City Clerk Amy Casey read the results of the May 4, 2024, Special Election: Proposition A - The legal sale of all alcoholic beverages including mixed  ofs service to the citizens of Belton. For-3 381 votes Against - 132 votes  Upon a motion by Mayor Pro Tem Holmes, and a second by Councilmember Covington, the following captioned ordinance was unanimously approved by a vote  of6-0.  ORDINANCE NO. 2024-19  AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF BELTON, TEXAS, DECLARING THE RESULTS AND CANVASSING THE RETURNS OF THE 4. Administer the Oath of Office to newly elected Councilmembers. Leigh = Councimember, Place 4 5. Reorganization of the City Council: (Audio 8:42) A. Select Mayor for one-year term  Councilmember Carpenter made a motion to nominate David K. Leigh for the role of Mayor. Mayor Pro Tem Holmes seconded the motion, and it was unanimously  approved by a vote of 6-0.  B. Select Mayor Pro Tem for one-year term  Councimember Carpenter made a motion to nominate John R. Holmes, Sr., for the role of Mayor Pro Tem. Councilmember Pearson seconded the motion, and it  was unanimously approved by a vote of 6-0.  6. Public Comments. (Audio 11:52)  Mike McCloskey, from Congressman Carter's Office, reminded the Council that Congressman Carter is available to help Belton in any way that is needed.  There were no other public comments.  Consent Agenda  Items 7-15 under this section are considered to be routine by the City Council and may be enacted by one motion. Upon a motion by Mayor Pro Tem Holmes and a second by Councilmember Covington, Consent Agenda Items 7-13 and 15, including the following ordinance (first reading) and resolution, were unanimously approved upon a vote of 6-0.  ORDINANCE NO. 2024-20  AN ORDINANCE GRANTING A FRANCHISE TO BVR WASTE AND RECYCLING TO PROVIDE INDUSTRIAL/COMMERCIAL SOLID WASTE COLLECTION SERVICES WITHIN THE CITY OF BELTON; PROVIDING FOR THE SCOPE AND NATURE OF THE OPERATION; PROVIDING FOR THE DISPOSAL OF GARBAGE, SOLID WASTE AND REFUSE; PROVIDING A PROCEDURE FOR THE HANDLING OF COMPLAINTS; PROVIDING FOR A FRANCHISE FEE; REQUIRING INDEMNITY INSURANCE; PROVIDING FOR REVOCATION AND AMENDMENT; PROVIDING FOR PAYMENT OF TAXES BY THE FRANCHISEE; PROHIBITING ASSIGMMENT AND SUBLETTING OF THE FRANCHISE WITHOUT CONSENT; PROVIDING FOR FORFEITURE; AND MAKING OTHER  PROVISIONS    Belton City Council Meeting May 14, 2024- - Page 4  RESOLUTION NO. 2024-11-R  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELTON, TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS HOME INVESTMENT PARTNER- SHIPS PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR PARTICIPATION IN THE HOME PROGRAM FRAPWDIDISASTER RESERVATION AGREEMENT AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPA- Councimember Bucher made a motion to postpone Item #14 to a future meeting. The motion was seconded by Councimember Pearson and was unanimously approved by a  TION IN THE HOME PROGRAM RSP AGREEMENT.  vote of6-0. Regular Agenda  16.Receive a presentation and consider a resolution of support for the Leadership Interim Director of Parks and Recreation James Grant presented this item.  Belton Gateway Monument. (Audio 16:38)  The Leadership Belton group made a short presentation.  Upon a motion by Councimember Pearson and a second by Councimember Carpenter, the following resolution was unanimously approved upon a vote of 6-0.  RESOLUTION NO. 2024-13-R  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELTON, TEXAS, SUPPORTING THE LEADERSHIP BELTON PROPOSAL FOR A GATEWAY MONUMENT SIGN TO BE LOCATED ALONG HIGHWAY 317 AT THE  NORTHERN ENTRANCE TO THE CITY OF BELTON.
