SNOOK CITY COUNCIL May 20, 2024 MINUTES OF REGULAR CALLED MEETING The City Council of the City of Snook, Burleson County, Texas, convened in regular meeting at the Snook City Hall on May 20, 2024 at! 5:30 p.m. with Mayor Frank Fields presiding. Attendance Mayor: Aldermen: City Staff: Visitors: I. Frank Fields David. Junek Tina Vega, Wade Elkins, Mary Cook, John Pollock Brenda Wasik, Dustin Lozano, Anastasia Tucker, Steve McCoy Mayor Frank Fields called the meeting to order at 5:30 p.m. II. Aquorum was established. Mayor Pro-Tem Matt Collins was noti in attendance. III. Alderman John Pollock made a motion to adopt the agenda. Alderman Wade Elkins seconded the motion. Motion carried unanimously- 4-0. VI. Open Forum/Visitor's Comments: Steve McCoy' with Project S.N.I.P was in attendance and gave handouts to the City Council for their 2024 YTD numbers. Mr. McCoy reviewed those numbers and recent accomplishments. Mayor Frank Fields asked why there were. sO many strays and Mr. McCoy said there are many reasons, but mostly due toi the county being mostly rural and sparsely populated. Anastasia Tucker was also in attendance with Project S.N.I.P said some ofi it also had to do with "puppy mills" and "backyard breeders." Mr. McCoy believes that if they can get their spay/neuter Brenda Wasik was in attendance and brought up that she believed there needs to be ai fireworks ordinance especially with the 4th of July approaching. Scared that one spark willi ignite the whole town. Ms. Wasik commented on the city council tabling it back in August. Mr. Fields commented that the reason that it was tabled is because there is no way to enforce an ordinance like that. Ms. Wasik believes that if there was an ordinance, though, some people would adhere to it numbers up, then eventually will see the overall numbers go down. knowing that it was in place and some wouldn't. VII. Action Items: 1. Mayor Frank Fields read the item and City Operator Dustin Lozano gave his report. A few leaks were fixed around town, some meters installed in the new subdivisions, pumps ati the lift stations worked hard due to the excessive rain but doing alright, Mercer Controls came to look to see why an alarm kept coming on and think they've fixed the issue, they also came to look at well #3 tripping out and think it was due to the heat and believe they've adjusted it accordingly to not overheat anymore. City Administrator/City Secretary David Junek gave his operational report: 10building permits were issued since the last City Council meeting 81 for new single-family residence in Grand Lake 1for detached carport 1for solar panel installation meter installations). 11r new water/sewer customers added this month (7 transfer of services, 4 new 4B Board approved design ofs softball building last week. Hope to begin Still working with multiple property owners to demo their structures and remove GLO: MIT (Hurricane Harvey): project - BEFCOis still working on the project design. Working on maps for environmental review. Amendment to remove the MIT MOD project application is being processed now that the MIT amendment was approved. Not sure of a timeline with that yet, but hoping to hear back soon. Lead line service inventory project started today. Should be completed by the end Awarded $171,270 (90% ofthe funding) for our POSGCD grant application. Will need to budget $19,030 in City contributions to cover the total cost oft the project. Mr: Fields asked what clarifications of the grant money from POSGCD that Mr.. Junek was 2. Mayor Frank Fields read the item and City Administrator/City Secretary David. Junek reviewed the current budget and draft FY: 2025 budget. Mr. Fields asked if Mr.. Junek would take suggestions for the budget now and Mr.. Junek: said yes. Mr. Fields said he'd like to see improvement for Hull Street, funding for engineering for Sebesta Subdivision right of ways, and a water model.. Alderman Mary Cook: said: she'd like to see new executive chairs for the community center as well was the community center repainted. Mr. Fields also mentioned that the City'saccountant, Cameron Schluens, is still working on cleaning up QuickBooks to have a clearer picture on revenue. He also mentioned that Mr.. Junek will also be comparing what was being billed now versus what was billed prior toi the new meters being installed. 3. Mayor Frank Fields read thei item and City Council reviewed the minutes from the April 22, 2024 regular meeting. A motion was made by Alderman. John Pollock to approve the minutes. A second was made by Alderman Wade Elkins and carried unanimously- 4-0 4. City Council adjourned to Executive Session at 6:01 p.m. to deliberate the purchase, 5.
