CITY COUNCIL SPECIAL MEETING MINUTES  The City Council of the City of Kyle, Texas met in Special Session on May 22, 2024 at Kyle City Hall  with the following persons present: Mayor Travis Mitchell Mayor Pro Tem Robert Rizo Council Member Bear Heiser Council Member Lauralee Harris Council Member Daniela Parsley Council Member Michael Tobias Bryan Langley, City Manager Amber Schmeits, Assistant City Manager Jesse Elizondo, Assistant City Manager Aimee Alcorn-Reed, City Attorney Julie Beggs, Asst. Call Meeting to Order and Roll Call  Mayor Pro Tem Rizo called the meeting to order at 5:31 p.m. Mayor Pro Tem Rizo asked the city Present were: Mayor Pro Tem Rizo, Council Member Heiser, Council Member Harris, Council Member Parsley, and Council Member Tobias. A quorum was present. Mayor Mitchell and Council Member Zuniga were absent. Mayor Mitchell arrived at 5:33 p.m. and entered into executive session.  secretary to call roll.  III. Pursuant to Chapter 551, Texas Government Code, the City Council reserves the right to convene into Executive Session(s) from time to time as deemed necessary during this meeting. Miller and/or other interested parties; and pursuant to Texas Government Code $551.072 to discuss the possible purchase, exchange, lease, or value of real estate related to same, including the value of k. Mayor Pro Tem Rizo read into the record, "City Council will now go into executive session to discuss items 1 (a)-(I) pursuant to Texas Government Code Sections 551.071,551.072, 551.074, and 551.087."  II. Citizen Comment Period with City Council  Mayor Pro Tem Rizo called for Citizen Comments out of Order. Mayor Pro Tem Rizo opened citizen comments at 5:32 p.m. With no one wishing to speak, Mayor Pro Tem Rizo closed citizen comments  at 5:32 p.m.  The City Council convened into executive session at 5:32 p.m. 2. Take action on items discussed in Executive Session. took place in Executive Session, but action would be taken now.  Mayor Mitchell called the meeting back to order at 7:07 p.m. Mayor Mitchell announced that no action Mayor Mitchell moved to authorize the City Manager or designee to execute all documents necessary toa acquire the properties located at 2000 Dacy Lane and 1942 Dacy Lane in a form approved by the City Attorney and to close on such properties in accordance with the terms of the agreements. Council Mayor Mitchell moved to approve an increase to the annual base salary of the City Manager by 6%, which shall automatically amend the compensation section of the City Manager's contract, to be effective May 22,2024. Council Member Parsley seconded the motion. Motion passed 6-0.  Member Tobias seconded the motion. Motion passed 6-0.  IV. Adjourn  Mayor Mitchell moved to adjourn. Council Member Parsley seconded the motion. No vote was held.
