(817)441-5770 City Council Meeting Minutes The City Council met in a scheduled meeting on Thursday, May 16, 2024, at 7:00 p.m. in the Annetta Town Hall at 450 Thunder Head Lane to consider thet following agenda: I. II. Call to order. Mayor Sandy Roberts called the meeting to order at 7:00 p.m. Pledge of Aleglance/Invocation of Prayer. Council Member Shane Mudge led the pledge and Council Member Danny Coffman gave thei invocation. III. Roll call/Quorum check. Aquorum check revealed that Mayor Robertsand Council Members, Shane Mudge, Danny Coffman, Kent Stasey and. Jim Causey were all present. Council Member Bruce Pinckard was absent. Also present was. Jamee Long, City ecretaly/Admnstrator. IV. Public Comments: There were no public comments. V. Consent Items: Reports from City Staff and Commission or Committees: a. Consider the approval of Minutes from the Regular City Council Meeting on April 18, 2024. b. Public Works Report. Financial Report. Council Member Coffman moved to accept the consent items as written, Council Member Causey seconded the motion, with all aye. Mayor Roberts stated that the leak notifications were up from last month to 59 notifications. Council Member Stasey stated that revenues are on target for the fiscal year. Motion passed unanimously. VI. New Business: a. Administer Oaths of Office to Council Members 1, 2 and 4. City ecretaly/Adminstrator, Jamee Long, swore in Council Members Shane Mudge - Place 1, Danny Coffman - Place 2 and. Jim Causey - Place 4. b. Accept resignation of Council Member Bruce Pinckard. Mayor Roberts announced that Bruce Pinckard has resigned his position of Council Member- Place 3. 1 C. Recognition of service to the Town of Annetta for Council Member Bruce Pinckard. Mayor Roberts stated that Bruce has served on City Council and Mayor for 19 years. She thanked Bruce for his work on annexations and improvements to the Town's water system. Council Member Coffman stated that Bruce isa' "wealth of knowledge" about the Town of Annetta. He stated that Bruce deeply cares for the Town and its citizens. Council Member Causey stated that he appreciated that Bruce had "no hidden agendas." He stated that everyone may not agree with Bruce, but there were never "under the table dealings." He continued that he is proud of Bruce and the Town for the accomplishments. Mayor Roberts stated that Bruce'sr main concern is about the Town of Annetta and not himself. Council Member Stasey stated that "it will not be the same without him." He: said that we need to be grateful for what Bruce has left behind. He continued that "Bruce did the work and operated above the oath." Citizen, Ricky Bradshaw, stated that Bruce is a great leader. Council Member Coffman stated that Bruce gave a tremendous amount of time to Annetta and his shoes will be hard toi fill. Citizen, Bob McCann, stated that he likes Bruce but did not always agree withl him, but is proud of their relationship. Mayor Roberts thanked Gay and Rolf Larson fori their assistance in getting the Live Oak tree to plant in Bruce'shonor. Mayor Roberts stated that there is also a plaque that will be given to Bruce for his 19 years of service. Mr. Bradshaw stated that Bruce isa d. Public hearing on Town of Annetta zoning change. Consider ordinance fora a change from R-1 Residential to R-1 Residential with a Special Use Permit (SUP) to allow an accessory dwelling unit to be constructed on the same lot as the main dwelling unit. The accessory dwelling unit to be used by a person or persons related to occupants of the main dwelling unit. The property is located at 99 Viannah Drive on 5.350 acres, not platted as Abst. 1994, Surveyl8GNRRCO, TR:, BLK:, SURV:I8GNRRCO, Town of Annetta, Parker County, Texas. Mayor Roberts opened the public hearing at 7:19 p.m. The property owner, Mr. Sandefur, stated that they purchased al large lot in Annetta so that their daughter could have horses. They did not realize they needed a permit until the electric provider would not connect without a permit. He stated they were unable to add the accessory dwelling to the electric meter of their main house because itv would not hold the load. Mr. Sandefur stated that the accessory dwelling would not be rented but would be used by his son. Council Member Causey wanted to confirm that there would be two separate meters. Mr. Sandefur stated that it was necessary to have two meters due to the electrical load the accessory dwelling needed. Acting Planning & Zoning Chairman, Lee Ancona, stated that the Commission'sr recommendation is to approve the SUP and to allow the property owner to have separate meters due to the electrical load of the main house not being able to accommodate the accessory dwelling. He stated that this recommendation was a unanimous decision by the Commission. Mayor Roberts closed the public hearing at 7:27 p.m. Council Member Causey moved to approve the ordinance for a change from R-1 Residential to R-1 Residential with a Special Use Permit (SUP) to allow an accessory dwelling unit to be constructed on the same lot as the main dwelling unit. The accessory dwelling unit to be used by a person or persons related to occupants oft the main dwelling unit. Council Member Coffman seconded the motion, with all aye. Council Member Coffman stated that the reason for this SUP process is to assist in the Town "remaining beautiful." He stated that the Town's Planning Consultant and attorney would review to confirm the allowance of two meters is possible. Discussion and Action: Consider allowing a temporary use RV at 1228 Redbud Lane. Council Member Stasey moved to open this item for discussion, Council Member Coffman seconded the motion. Council Member Stasey stated that the Zoning Board of Adjustment is considering special exceptions for an accessory building on this property on May 28, 2024, and the council should wait for the outcome oft their hearing. Council Member Stasey moved to table this item until the June 20, 2024 regular City Council meeting, Council Member Coffman seconded the motion, with all aye. Motion passed unanimously. Discussion and Action: Consider an Addendum to the interlocal agreement with Parker County and authorizing expenditures for chip sealing Lakeview Drive and Rim Rock Road. Council Member Coffman moved to approve an Addendum to the interlocal agreement with Parker County and authorizing expenditures for chip sealing Lakeview Drive and Rim Rock Road with a change in the third paragraph from' "street signage" to' "road repair," Counci/Member Causey seconded the motion,' withallaye. Council Member Stasey stated that the Town is reaching its goals of resurfacing Annetta streets within a maximum of 10 years and doing sO h. Discussion and Action: Consideranordinance amending the FY2023-241 Budget. Council Member Causey moved to approve an ordinance amending the FY 2023-24 Budget, Council Member Mudge seconded the motion, with all aye. Ci/segetay/Adminstaton, Jamee Long, stated that the amendments are mainly for the shop and generators. Council Member Stasey stated that these expenditures were covered by the CLFRF Grant. Mayor Roberts discussed the necessity of the shop for storage and the Town's operators. She stated that the shop has a shower for the safetyofti the operators that deal with chemicals and: sewage. Discussion and Action: Schedule any necessary Budget Planning Workshops and inform the public of the anticipated schedule for public hearings and approval of the 2024-25 Town Budgets. Council Member Causey moved to schedule Budget Planning Workshops for June 20 and, if necessary, another workshop on. July: 18, Council Member Mudge seconded the motion, with all aye. Ms. Long stated that there has been progress on the app for customers to track their consumption data. She stated that Zenner may have additional information about the app for the next meeting. Council Member Stasey stated that this would allow customers to have better awareness of their water usage. Motion passed unanimously. 3 VIII. Items of Community Interest. Mayor Roberts congratulated allt theg graduates. Mr. Sandefur: stated that Aledo baseball is in the playoffs and his son is pitching. Mayor Roberts stated that her son graduated from Texas A&M: San Antonio last weekend. Mayor Roberts discussed the recent thefts at the Aledo Post Office. Council Member Coffman discussed how the thieves steal the mail. Mayor Roberts stated that the post office recommends not using the outside boxes. She also discussed the sales tax holiday May 25-27 for water- efficient products. Council Member Coffman reminded everyone to look out for their neighbors. IX.
