Service June 25, 2024 Dear Mayor, Council, and Citizens of Gatesville, Itisr my pleasure to recognize the below-listed members ofy your city government for their outstanding and meritorious service to the citizens of Gatesville and its surrounding areas, as well as to the citizens and regional first respondersin Thel National Weather Service confirmed in a preliminary report on May 24, 2024, that two tornadoes, an EF-2, and an EF-1, touched down in the Temple area Wednesday, May 22, 2024. Bothi tornadoes are: said to have formed from a "supercell," but damage to the area was also caused by straight line winds that impacted the city. The first tornado was the EF-21 twisteri that was initially reported; it had winds of upt to: 120 mph and traveled three miles between 6:21 p.m. The City of Gatesville responded to this emergency int two ways. First, directed three crews to" Temple ont the night of May 22 to mutually assist the: search and rescue efforts there. Chad Newman, Brent Kirchmeier, and Billyl Vaden answered the call and quickly gathered the crews and heavy equipment they needed. Those crews then worked through the night, into the morning of May 231 in Temple, providing crucial support to the efforts there. Second, due to the weather on May 221 the Water Intake Plant on Belton Lake had no electricity. The damage ini the west Temple area directly affected Oncor's service to the Intake Plant because It receives electricity via al line across the lake, near west' Temple. Throughout the night and into the day on May: 23, we became aware that it could take an extended timet to restore electricity to the intake plant. While working to address this emergency, your city staff faced extreme challenges with continuing severe weather, sleep deprivation, flooded roadways to the Intake Plant, and a non- functional back-up generator. Zeb and his crew, as well as the now-returned Chad and his crew, exhibited al heroic effort to maintain water production and prepare for the possibility that the storage tanks would run dry before power to Fortunately, Oncor was able to restore power about an hour before our water storage tanks would have run empty, and the water emergency was averted. For these reasons and many others, wish to recognize thei following City of Temple, Texas, during and directly after the weather disaster that occurred on May 22, 2024. until 6:26 p.m. on May 22, according to the NWS. the Intake Plant could be restored. Awards to Gatesville Police Officer, Glory Little Police Officer, Glory Little, responded to an emergency call where CPR was inj progress as she was on her way home from her assigned shift on February 23rd oft this year. She realized she would be driving right past the location of the emergency and was the first emergency: responder on the: scene and started lifes saving measures continuing approximately three (3) minutes before additional officers arrived on the scene andi relieved her. Officer Little remained on the scene and assisted other officers as well as EMS LITTLE ANDCOMMUNICATONS SUPERVISOR.. JESSICAI STILES (Cody Lee) and Communications: Supervisor, Jessica Stiles. until the victim was stabilized and EMS was ablei to transport. Ms. Stiles instructed the caller on what needed tol be done and talked her through performing CPR on the distressed male. While doing this also paged emergency: personnel to respond to the: scene. Ms. Stiles showed excellent professionalism and remained calm the entire time. Thel EMS and first responders arrived ont the scene and continued lifes saving measures which eventually led to the subject breathing again and was able tol bet transported by the ambulance. Mr. Buster noted that this wastei is nothing new and what is usually disposed ofbyl Fort Cavazos sot there willl be no need tol be inspected. DE. 9) DISCUSSION REGARDING AN ORDINANCE OF THE CITY OF GATESVILLE REPEALING ORDINANCE 2018-04 AND ADOPTING Al DROUGHT CONTINGENCY PLAN Interim Deputy City Manager/Finance Director, Mikel Halsema said that this Drought Contingency Plan (DCP) has been reviewed by the City Attorney andj just] has minor changes so willj just be amending previous Ord. 2018-04 and willi not need to repeal. The agenda wording willl ber reworded for the second reading oft the Ordinance at the next meeting. The only amendments tot thel DCP will be changing Ft. Water Production Superintendent, Zeb Veazey, added that the Brazos River Authority (BRA) controls all the trigger points oft thel DCPI because the City is within their watershed. Thel BRA sets the stages of thel DCP and currently the City of Gatesville isi not experiencing any drought conditions. Mayor Chumley said thats some surrounding communities may still be under al DCP. just because they havei inadequate infrastructure and water storage because of growing populations. Mr. Veazey added thats some other water systems south of Gatesville are on other watersheds and their reservoirs are still ORDINANCE 2024-05-01: Motion by Aaron Smith, seconded by Greg Casey, toj pass Ordinance 2024- 05 to the second reading at the next scheduled Council Meeting; all four voting "Aye", motion passed. 10) DISCUSSION/ ANDPOSSIBLEACTION REGARDING PURCHASE OF TWONEWTRUCKS FOR WATER DISTRIBUTION, ANDAUTHORIZINGTHE INTERIM CITY MANAGER TOSIGN Interim Deputy City Manager/Finance) Director, Mike) Halsema reported that the City is currently leasing several vehicles through Enterprise. Two oft the 2022 Chevy 2500 4x4 crew cab Water Distribution trucks began usinga an, excessive amount ofc oil. They were using up to 5 quarts in a week, with no visible signs of1 leakage. Both were under warranty and were taken to a Chevrolet dealership for evaluation. The dealership said that they could not find anything wrong with the vehicles and produced documentation from corporate indicating the use of1 quart per 100 gallons off fuel was normal. Staff was concerned that the engines would burn up soon andt the warranty was close to expiring. Both vehicles had close to 30k miles on them. Staff contacted Enterprise to arrange for an early termination oft thel lease.' The vehicles bothl had positive equity, and were picked up by Enterprise. Staff1 has begun separation from Enterprise for leasing andi maintenance/fuel: services. The City currently lease 33 vehicles through Enterprise, accounting for the two returned in this memo. Staffhas begun transitioning toi inl house vehicle acquisition and: maintenance on. June 1. Staffis proposing thej purchase oft two replacement vehicles;1 There was al lengthy discussion ont the strategy of going back tol buying vehicles VS. leasing vehicles. Back in 2017 when the City started the lease plan with Enterprise Fleet Management (EFM), there was an enormous amount of aging fleet and thei mechanic at the time was not an Automotive Service Excellence (ASE) certified: mechanic. At that timel leasing servedi its purpose for the City. The City now has an ASE certified mechanic and also the City has purchased a maintenance program that! has a vehicle maintenance app that will allow employees to analyze their city vehicles and will be able to monitor when somethingi is wrong or it needs an oil change. The employee can then alert the City'sr mechanic whoi is going to take over the City's entire fleet maintenance program. Mr. Halsema noted that the Cityi is also switching backt tol Fuelman gas cards and transitioning off WEX as Fuelman syncs up with thei new maintenance: program which will update the city mechanics information on vehicles inl his computer. The EFM maintenance program has become too expensive and hast tol be paid ifa vehicle had the oil changed or not. The City has about seventy (70) pieces ofe equipment that the city mechanic willl bei managing and staffi is working on getting all thet tools that the City mechanic will need. There are about thirty-three (33) EFM leased vehicles left. Financial Impact: Purchase one F150 4x4 Super cab at $44,512 and one F250 4x4 diesel crew cab at $59,813.12. The vehicles are priçed through the HGAC purchasing co-op contract. Bill Knight Ford isa vendor qualified under the HGAC contract and has provided the quotes for both vehicles. Anticipated delivery date is 12-26 weeks from order placement. Financing is proposed through Government Capital for 55 years, with annual payments of$24,749.10 at ani interest rate of5.974%.
