ITEM#5: Pagel 1236 Tristain Barragan President of the Commanche Creek Trail Organization emphasized the importance of prioritizing the design to celebrate the unique ecological and historical significance oft the springs. He highlighted the need for a well-designed project that minimizes environmental impacts and promotes biodiversity. He stressed the importance of community engagement throughout the design process to ensure the project meets the needs and aspirations of the diverse community. ITEM #6 Tristian Barragan Manager of Former Convention Center Theater Management Team Panther Pictures, LLC expressed his dedication to the community and movie theater management. He emphasized the importance oft transparency and communication with city leaders. City Manager Frank Rodriguez III responded that the city took a stance not to elaborate on the relationship other than that they were unable to establish a tenant-landlord relationship. He noted that the staff made every effort to establish an amicable relationship, to no avail. PRESENTATIONS: 2. Assistant City Manager Jesse Gonzales, Jr--- C Comanche Spring Project Assistant City Manager Jesse Gonzales explained the Comanche Spring Project offers the possibility to feed water into the canal east of the Sanderson Highway. The idea is to have water flowing in the canal year-round creating a recreational area close the highway which He advised Council they have spoken to. He explained hiring an Architect/Engineer to design the Comanche Springs Project to get the water flowing again would allow Fort Stockton to regain its identity. Motion was made by Council Member Paul Jerome Chavez, seconded by Council Member Darren Hodges, and carried unanimously to hire an Architect/Emgineer to Design the Comanche Springs Project. City Manager Frank Rodriguez explained there was one proposal received from Dwebguys LLC. He stated the proposal was complete and would yield a minimum base rent of$500 or 8% oft the sales plus 12% of utilities. (electricity, water & trash) Three references were provided. All references were called, and they all gave positive feedback.
