INVOCATION AND PLEDGE OF ALLEGIANCE TOTHE U.S. FLAG Mayor Salvador Vela led the group inj prayer. Commissioner Garza led in the Pledge of Allegiance. II. CERTIRICATION OF POSTING IV. PUBLIC: COMMENT No public comments. V. APPROVAL OF MINUTES Approve the minutes of the City Commission Meeting of May 14, 2024. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Richard Arevalo. Motion carried 5-0. VI. NEW BUSINESS 1. Discussion and consider the approval of Resolution 2024-18, authorizing the City to deny the rate change application proposed by AEP Texas. JeffUnderwood, City Manager stated that AEP is proposing to raise their clients rates. The average resident'si increase will be $4.59 peri month sO the City of Alton would like to join other cities and push back on thei increase and allow the attorneys and experts to review the proposed increase and try to come to a more reasonable increase. Motion 2. Discussion and consider the approval of Resolution 2024-19, authorizing participation in the TexPool Investment Pool and designating authorized Jeff Underwood, City Manager stated that as an investment officer he would like to1 move forward with using some oft the City's invested funds in TexPool which is a very large pool in the State of Texas, run by Comptrollers Office. This pool works likear money market where every dollar guarantees a dollar out and the return rate is at 4.5 percent. The money stays very liquid, unlike a CD, SO ifit needs to be pulled out for a project or anything else it is available to the City. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 3. Discuss and consider approving the Investment Report of the 1st quarter of 2024 for all City's funds, as well as the updated 3rd quarter of 2023 of BOKF Escrow accounts, in accordance with the Public Investment Act. JeffUnderwood, City Manager stated that overa all the fund balances have a positive change. The General Fund looks good for the period of January through March which is due to a lot oft the property taxes coming in. Mr. Underwood stated that overall all the funds look good. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner carried 5-0. representatives. Ricardo Garza. CITYMANAGER'S REPORT Jeff Underwood stated that June 14, is Flag Day and there will be a kick-off to summer celebration at Sylvia Vela Park where hotdogs and refreshments will be provided. The event will start at 6 p.m. Mr. Underwood invited everyone to come by. Baudelia Rojas, Deputy City Manager also reminded everyone that on June 7, Movies at the Park would be taking place with a showing of] Blue Beetle beginning at 8:30 p.m. X.
