Jon' Watson (CPA with Brooks, Watson & Co.) presented thei findings of thet financial report for thet fiscal year 2020-2021 Audit fort the City of Kempner. Mr. Watson explained our mixed audit opinion as follows: The city received a disclaimed audit opinion with an unmodified opinion over the statement of net position and balance sheet. Mayor' Wilkerson asked for clarification on whether the city furnished all documents requested. Mr. Watson replied he had not received all the requested documents but felt that the cityi in good faith provided all documents available. Mayor Wilkerson wanted it on record with the council that our staff did a great job ofr researching and providing what they could, any missing documentation was not fault of our staff. Rob Green (Place 3) asked, based on the mayor's question is there any potential liability tot the city! based on thei incompleteness of the audit. Mr. Watson replied that these opinions do matter for credit ratings and grants could be potentially impacted whichi is why Brooks, Watson & Co. willl begin auditing thei fiscal year 2021-2022 as quickly as possible. Mayor Wilkerson introduced the concept of smaller cities in Lampasas County entering ani interlocal agreement with the county for management of subdivision developments in our ETJ. The city of Lometa has already entered into as similar agreement with Lampasas County. -not incurring the cost of having trained personnel to manage and enforcet the ordinances that the county having a county attorney to consult, which would potentially free us from anyl legal litigation we could find ourselves ini if wel have an ordinance, we aret tryingt to enforce thati isin -any fees associated with managing and enforcing ordinances would be paidt to the county, not Mayor Wilkerson expressed he wanted the council to have the opportunity to do: some research, and when. At total of $1,857.82 of un-budgeted funds were incurred for AC repair int the City Hall building. Repairs included the replacement ofi indoor coil, freon, and labor.
