ChiefJonathan Sowell -1 Update on Police Department Activity Chief Sowell gave the update on the police department's activity for the month of January, 2024. Activity included: 27 reports filed, 9 felony arrests, 3 misdemeanor arrests, 7 occasions of assisting other agencies, 286 calls for service answered, 6 auto accident reports filed, 33 citations written, and 160 warnings issued. Judge Jeff Cox - Update on Municipal Court Activity 8. Judge Cox reported the Municipal Court Activity for month of January, 2024. There were 30 citations received, with fines and court costs collected totaling $1347.00. Remitted to state - $630.00, City retention - $717.00. 295 Judge Cox also reported that our collection agency had sent out letters at the beginning of January that had generated revenue that would be reflected in February'si report. 9. Update on Main Street Program There was no: report. 10. Update from City Manager Jeaneyse Mosby A monthly Revenue/Expenditure Report was provided and explained by Mrs. Mosby. There was a discussion about the meter reading process, how that process might change if new: meters are purchased, the process of purchasing the newi meters, and what new features would be available with the newi meters. The City has hired a new electrical supervisor. The electrical rate study process still hasn't! been completed. There was a discussion about the Senior Citizen Center and its budget, as well as Care and Share's presence within the building. 11. 2023 Racial Profiling Report Presentation Chief Sowell reported that the Racial Profiling Report for 2023 had been submitted on January 3, 2024, and had been approved. There were no racial profiling complaints and no instances of physical force used causing bodily injury during traffic stops in 2023. The full report was provided to council members. 12. Update on Library Activities from Celeste Rainey Celeste Rainey provided a written copy ofl her report to the council. She detailed numerous improvements made to the outside oft the library as well as the inside, different programs and events that the library has had in the past year and al half, and the different services that the library supplies to the public. 13. Discussion and action, if any, to consider approval of a revised resolution authorizing signatories as required by the Texas Department of Agriculture related Mrs. Mosby explained that the original resolution had already been passed. The revised resolution would allow the City Manager to execute any requests for payment when received. After discussion, Alderwoman Pamela Teel offered a motion to approve the revised resolution authorizing signatories as required by the Texas Department of Agriculture related to TxCDBG Contract No. CDM22-0044. Electric Service Switchover Policy Mrs. Mosby explained the basics of the proposed policy allowing City electric customers to swap over to Deep East Texas Electric Co-op power. After discussion, Alderman Juan Diaz offered a motion to table the item until the next council meeting. Alderman Herman Wilson seconded the motion. All voted in favor oft the motion. Motion carried. 15. Discussion and action, if any, to approve Distributed Generation Guidelines Manual Mrs. Mosby explained that this would apply to customers that wish to install solar panels for their properties and gave details of the proposed policy. After discussion, Alderman Juan Diaz offered ai motion to approve the Distributed Generation Guidelines Manual. Alderman Herman Wilson seconded the motion. All voted in favor of the motion. Motion carried. 16. Discussion and action, ifany, to approve changes to BulldingMechamical/Electrical Plumbing Permits Mrs. Mosby explained the differences between the old plan and the proposed plan.
