Invocation and Pledge of Allegiance led by Councilmember Paula Coggin. Doug Rochelle property located at 136 Garrett Dr, Texarkana, TX 75501 - addressed the council regarding Public Comments - Open Forum issues with his water bill and communication with employees. Reports (a) Public Works Director - Joe Snyder Monthly Public Works Report - Council reviewed monthly public works report included in Monthly Financial Reports - Council reviewed financial reports included in packet Quarterly Public Funds Investment Report - Council reviewed quarterly public funds packet (b) City Administrator. /F Finance Director Dessie Whelchel investment report included in packet Consent Agenda MOTION: Upon, a motion made by Councilmember Whelchel and a second by Councilmember Owens, the Council voted three (3) for and none (0) opposed to approve and adopt the consent agenda as follows: (a) Approval of minutes of the Regular Meeting on March 11, 2024 REDWATER CITY COUNCIL REGULAR MEETING APRIL 08, 2024 (b) Approval of accounts payable for March 2024 The motion carried. Authorizations by Council (a) Discuss and take possible action on request by Jessica Lynn Daffern, located at 120 Oak St., Maud, TX 75567 for Animal Shelter to be built Table item until grant funds can be researched for 03.24 Utility Billing -1 tabled on 03.11.24 MOTION: (b) MOTION: Consider and take action on approving new refuse rates from Live Oak Waste to be effective Upon a motion made by Councilmember Whelchel, and a second by Councilmember Coggin, the Council voted three (3) for and none (0) opposed to approve new refuse rates from Live Oak Waste to be effective for 03.24 Utility Billing, increase of$2.501 for residential trash collection services per home and 7.5% increase for all other offerings. The motion carried. (c) Consider and take action on approving new refuse rates for City customers, due to Live Oak Waste rate increase = tabled on 03.11.24 MOTION: Upon a motion made by Councilmember Whelchel, and a second by Councimember Owens, the Council voted three (3) for and none (0) opposed to approve new refuse rates for City customers, due to Live Oak Waste rate increase of $2.50 for residential trash collection services per home and 7.5% increase for all other offerings. The motion carried. R-24-18-15: A RESOLUTION BY THE CITY OF REDWATER, TEXAS, ELECTING TO UTILITZE THE STANDARD ALLOWANCE TO DETERMINE REVENUE LOSS AS ALLOWED BY THE CORONAVIRUS STATE & LOCAL FISCAL RECOVERY FUND I MOTION: Upon a motion made by Councilmember Whelchel, and a second by Councimember Starkey, the Council voted four (4) for and none (0) opposed to approve Resolution No. R-24-18-15, Electing to Utilize the Standard Allowance To Determine Revenue Loss as Allowed by The Coronavirus State & Local Fiscal Recovery Fund/American Rescue Plan Act.
