City ofOak Ridge Kaufman County, Texas City Council Workshop Meeting Minutes May 13, 2024 at 6:00 PM Item 1 Call to Order Meeting was called to order by Mayor Al Rudin, at 6:01 PM. Present were Council Members Jimmy Quick, Scherri Holmes, Janelle Davis, Rolando Guzman, and Nena Langford. City Secretary was out, but Donna Sprague acted on her behalf. Mayor Rudin skipped Item 2 and Item 3. Explaining they were not on a Workshop agenda, only the Council Meeting on 4th Monday. Item 4 Update on Court Activities/City Fees for April 2024 Court report stated 102 citations were issued in April. Next Court Date will be May 22, 2024. This was explained that this was the largest court we have experienced, and is not that normal. The new Court Clerk is attempting to catch up on outdated items. The docket is set for 139 cases. 97 Pre-trial, and 41 Show Couse, and 1 Juvenile. Item 5 Action on Income and Expense Actuals for April 2024 Income and Expense Actuals were reviewed by the council. Income increased in all areas, but franchise tax and all expenditures for the month of April were under budget. After discussion, a motion was made by Jimmy Quick to accept the Income and Expense Actuals Report for April 2024 and motion was seconded by Scherri Holmes. All favored, motion carried. Item 6 Discuss, Consider, Action on Council Meeting Minutes of April 22, 2024 After discussion, a motion was made by Nena Langford and seconded by Janelle Davis to approve the Council Minutes of April 22, 2024. All being in favor except one abstention by Scherri Holmes, motion carried. Item 7 Approve Payments of May 13, 2024 Invoices Motion was made by Nena Langford and seconded by Jimmy Quick to accept the May bills that are due at this time. All being in favor, motion carried. Item 8 Discussion on Police Department Sgt. Loesch presented a report to the Council about the increase in activity in the first 7 months of this year. The entire year of 2022-2023 there were only 645 citations issued. With the increase of officers to cover the area this year it has increased by 62% to date with 5 months left in this fiscal year. He also spoke to the Council about a new computer program that will decrease the time the officers have to spend on each violation. It will update the court side without the need to manually enter the citations. The Mayor ask that he bring a presentation with the cost before the Council at the next meeting. The city would need to consider it in the next budge Item 9 Discussion on Roads The Mayor said that several streets are being worked on now. CR 138 is being resurfaced, Oak Lane is having work done on it as well. When all the work is done that is being covered now. The Mayor said he would have to start addressing the roads that needed patch work. The Mayor mentioned that CR 139 is still being discussed on the ETJ. Item 10 Discuss, Consider, Action on CR 138 Haul Off Proposal The Council reviewed the proposal. They said that the amount was more that reasonable because the city benefited for the removal. The back lot at City Hall received the material, and it was spread. Motion was made by Jimmy Quick and seconded by Scherri Holmes to accept the bid of $9,934.86. All being in favor, motion carried. Item 11 Motion to adjourn Regular Meeting and go into Executive Session Motion was made by Nena Langford and seconded by Janelle Davis to go into Executive Session at 6:45 PM. All being in favor, motion carried. Item 12 7:08 PM. Motion to Return to Regular City Council Meeting Motion was made by Jimmy Quick and seconded by Sherri Holmes to return to regular meeting at Item 13 Discuss, Consider, Action on Items Discussed in Executive Session, Payroll, Motion was made by Scherri Holmes and seconded by Nena Langford to accept all the issues Positions filled and Frequency discussed. All being in favor, motion carried. Considerations (No Action to be Taken) Item 1 Mayor/Council Items of Community Interest and/or Items for Future Council Jimmy Quick mentioned that a billboard sign had incorrect information on the Oak Valley Sub- Division. He was going to call them with the information. Rolando Guzman brought up the issue on electrical codes, etc. He was told the Ordinance had already changed this to read that the codes would follow the most recent. Item 11 Motion to Adjourn Motion was made by Rolando Guzman and seconded by Jimmy Quick to adjourn. All being in favor, motion carried. Meeting was adjourned at 7:17PM.
