Calll Meeting to Order: The meeting was called to order at 6:33 p.m. 2. Roll Call: City Secretary Roxann Pullin provided the roll call with Mayor Williams, noting a quorum of the following Council members Present: 1)Mayor Pro Tem Erika Gonzales 2) Council Member Joyce Wolfe, 3) Council Member Beverly Felts, 4) Council Member Kim Schlichting, 5) Council Member Mike 3. Opening: Pledge of Allegiance US Flag and Texas Flag was led by Mayor Williams. The Invocation was also led Hale by. Jeff Schlichting. 4. Comments: a. Mayor Comments - Mayor Williams provided the following: Jeff Schlichting applied twice for the GVEC Power Up Grant, and it was finally approved. GVEC approved and provided a check for $20,000.00: for the city walking trail. b. County Commissioner Comments - Commissioner Germann provided the following: The interlocal agreement was presented ini front of the commissioner's court and was approved. He will need to collect the cities portion this evening, a check for $16,500.00. Fire Chief Comments - Chief Strey provided the following: They have received 188 calls as oftoday. The grass is green, however; there are some brown spots sO please be vigilant and! keep a watch. The yearly fundraiser is around the corner andi is coming along great. d. City Marshal Comments Marshal Hatcher provided the following: Activity report for the dates March 19, 2024 to. April 15, 2024: Total Stops - 72 Total citations issued-1 115 Warnings issued- - 120 Truck. Route Violations- -9 No/Suspended DL-24 Speeding Violations. 21 No Liability Insurance -9 Registration Violations - 35 Possession. Drug Parqphernalia-4 License Plate rase/cllouy/mproper use)-3 Call for. service/ncidents-I Arrests -1 Total Citations & Warnings to Date-600/430 e. Schlichting and Mr. Moore spoke during this time. Mr. White addressed the road and: safety issues on Santa Clara and Gin Roads. Mayor Williams stated he recently (today) spread 33 tons ofroad shaving in quite a few potholes and fixed some parts ofthe Mr. Schlichting asked ift the packet material and minutes for the meetings can be uploaded to the New Berlin City Website for all to review before the meeting. City Secretary Roxann Pullin stated that the current website is currently not able to upload the meeting packet due to the high amount of data the packet contains. Currently only the agenda and signed/approved minutes are available on the current website. Once the new website is launched the packet material will be available to view. In the meantime, anyone can contact the office for a copy oft the packet material before each meeting. Mr. Moore asked for the website information and ift the new website will have a different address. City Secretary Roxann Pullin stated that the website address will stay the same and provided. Mr. Moore road that were bad with the help of R&D. with the website information. Planning and Zoning Commission Comments: Diana Flippo Strey, Chairperson provided the following: P&Z did not approve the request to subdivide for 50 individual RV lots. Additional information is needed before approving and some items ofconcern needs to be addressed. Comments: Chief Strey provided the following: Concerns the fire department has is that some ofthe fire trucks may not make it through the road and the property isi in a flood plain. Due to these concerns this needs to be assessed more. The County is not aware of the request to subdivide for RV lots. The property owners will need to Comments: Commissioner Germann provided the following: contact the county for a pre-development meeting. h. Other Committee Comments 1. Financial Reports: March 2024 Mayor Williams read the above items into record and recognized Council Member Mike Hale who moved to approve the consent agenda items 1 through 2. Ordinance No. 2024-001 = Consideration and/or action approving Ordinance 2024-001 by the City Council of the City ofNew Berlin, Texas regarding a request fora a Variance Discussion and Consideration and/or action approving a request for a variance to plat for subdividing 6.129 acres ofl land, more or less, out of the William H. Smith Survey No. 62, Abstract 291, Guadalupe County, Texas and also being out ofa 24.754 acre tract describes Mayor Williams introduced this item to the Council. Council Member Beverly Felts motioned to approve. Council Member Joyce Wolfe seconded the motion. The vote of 5-0. Ordinance No. 2024-003 - Consideration and/or action approving Ordinance 2024-003 by the City Council oft the City ofNew Berlin, Texas regarding a request to Subdivide for RV lots - Discussion and Consideration and/or action approving a request to subdivide into 50 individual RV pads. A 12.158 acre tract establishing lots 1 and 2, Castro RV Park, lying in the Guadalupe Torres Survey, Abstract No. 313, and being that same 12.166 acre tract of land described in Document No. 202299017243, Official Public Records of Guadalupe County, Texas. Mayor Williams introduced this item to the council. This item was not approved by Planning & Zoning and will be re-addressed once the concerns and the pre-development meeting with the county are addressed. No motion to approve. regarding City ofNew Berlin roads. C. New Berlin Road Plan: Discussion and consideration and/or action by the City Council of New Berlin, Texas Mayor Williams introduced this item to the council. Council Member Kim Schlichting provided a draft road plan for the City ofNew Berlin. Council Member Kim Schlichting motioned the following: Motion #1- Kim to obtain bids from different contractors on fxing/maintaining the 17 miles of road. Council Member Kim Schlichting motioned to approve. Council Member Joyce Wolfe seconded the Motion #2- Kim to act as city representative and work alongside County Commissioner Germann to explore options to de-annex some roads but not the frontages. Council Member Kim Schlichting motioned to approve. Council Member Mike Hale seconded the motion. The vote of5-0. Motion Motion #3- Kim to obtain input from the community on the city growth plan.
