He said, asa county, we cannot underestimate the risk posed by the weak security and design of election electronics. BMDs continue toj posea a significant risk to election security because they cannot determine: a voter'si intent when making their selections. The BMD uses bar codes which voters cannot read. Hand-marked paper ballots would preserve the voters' intent and eliminate the risks to election security that result from a BMD translating voter selections. Mr. Reynolds strongly encouraged the court to get rid of BMDs for the 2024 Debbie Lindstrom, McKinney, brought forth her concerns regarding the countywide polling place program which led to the disclosure of personal ballots, including her own. She said ballots have the potential tol be uncovered and exploited when voters use a non-local polling location. The Texas Election Code 122.001 allow for electronic systems to be used, only if the secrecy of the ballot is protected. Ms. Lindstrom statednumerous voters werea affectedl by thel lack ofballot secrecy,includingl highranking' Texas officials. She suggested reinstating precinct level voting to reduce ballot transparency issues. election.
