CALLTO ORDER The meeting was called to order at 6:00 p.m. by City of Montgomery Police Chief Anthony Solomon at the City of Montgomery City Hall Council Chambers, 101 Old Plantersville Road, Montgomery Texas 77316. 2. INVOCATION City Councilmember Stan Donaldson gave the invocation. 3. PLEDGE OF ALLEGIANCE 4. ROLLCALL Police Chief Anthony Solomon led the pledges as also recited by attendees. Temporary Board of Directors (Board) present: Mayor Sara Countryman, Nelson Cox, City Councilmember Stan Donaldson, Lt. Joel Gordon, City Councilmember Carol Langley, Mayor Pro Tem Casey Olson, and TJ Wilkerson 5. CITIZENS/VISITOR FORUM There were no public comments. 6. CONSIDERATION AND POSSIBLE ACTION City Staff present: Police Chief Anthony Solomon, Corinne Tilley A. Consideration and possible action on the election of the Presiding Officer of the Temporary Action: A nomination was made by Carol Langley to elect. Joel Gordon as the Presiding Officer of the Temporary Board. The nomination was seconded by Casey Olson. The nomination B. Schedule the next meeting of the Montgomery Crime Control and Prevention District (MCCPD) Discussion: Chief Solomon said we are looking at the 17th to schedule the next meeting. We've done the creation and the directors sO where we are nowi is that we. just did the officer tonight and that is within 15 days. Joel Gordon asked how often do you think the board will be meeting, once a quarter, once every two months? Chief Solomon said it is hard to say that right now because here is what we are trying to do. We are trying to get youguysupandi running on Board. passed unanimously (6-0). Temporary Board. your own with a secretary. We have some steps to follow according to the State Legislature to get you to the point that once the election is over, then you, as the board, can start scheduling your regular board meetings, but we have to get through these steps first. And we're following So, what you also have inf front of youi is the draft oft the Crime Control and Prevention District Strategic Plan. At your next meeting, on the 17th, you will also receive the 2-year budget, ai final copy oft the draft, a copy oft the State Legislative Ordinance, and the City Ordinance. We are trying to get you guys up and running on your own and then get the permanent district working. We have at timeline toi follow, and we have already started discussion with the County elections person. She has been in contact with Gary and Ms. Goode and emailing them sO that we can stay on track with the timeline, in linet for the November ballot. That's why we are trying to keep with the exact timelines and we don't miss anything. We only have sO many days and right now we are days and days ahead ofit. So, if there's any" "slippage" we should bet fine. Joel Gordon verified, so. June 17 at 6:00 p.m. will be our next meeting here. it right now, pretty good. Chief Solomon said yes sir. Discussion: Chief Solomon continued that the third thingi is to review the presented draft oft the Montgomery Crime Control and Prevention District Strategic Plan. 7. GENERAL DISCUSSION/ INQUIRY Mayor Countryman asked ift there is anything you need for us to do in the meantime. Chief Solomon said not anything right now! because we are getting all the advertsing/miormationat flyers going and once we start putting that information out, we'll have things for you to do. Joel Gordon asked ift this is the taxing district? Chief Solomon said it is not at taxi increase on the citizens., It'sar reallocation ofi funds. It'sa quarter ofa percent. Casey Olson clarified it'sa a quarter of a whole or half ofal half. Mayor Countryman said that it Carol Langley said, Iguess at the MEDC meeting on the 27th, Iguess it's on our agenda to discuss it or do you know. Chief Solomon said Id don't! know. I've not looked at the MEDC agenda. Mayor Countryman asked if MEDC needs to approve it? Carol asked ifi its enough time? Chief Solomon said it's enough time but once you guys have voted on makingi it happen then it's really. : cuz its like with this board here, somebody asked today, how does it work? We get with this board. We say ok these are thet things that we may need. Ift they approve it, the approval still has to go through council. Mayor Countryman said sO MEDC doesn't get to say no we don't want to do that. Chief Solomon said in agreement, no. Casey Olson said no, they don'tg get a choice. Mayor Countryman said I'm just making sure cuz she saidi is it going to be posted on MEDC's next agenda? Idon't think they have a say. Casey Olson said that as long as the people vote oni it, they don't have a choice. Mayor Countryman clarified the people, the residents, the taxpayers. OK. Chief Solomon said once you guys! have approved it and the people vote on it, then that's where it'sat. Mayor Countryman added that just SO we know if we're asked, someone iscoming out of MEDC funds, coming from that bucket. think's that there'sa' "hood wink", we can: say that MEDC didn't have to approve it, council approved it. Joel Gordon asked does a portion of MEDC funds come to this or all of MEDC funds. Mayor Countryman said no, half, half. Chief Solomon said half. A reallocation. Casey Olson said we would split that. Mayor Countryman said that its like MEDC made almost 1.3 million last year. Well half of that would come here so its 680 something thousand and that's... MEDC has al healthy fund so its ok to bring some money over here and I've talked to a couple of police chiefs that they thought this would be good. Casey Olson said within 18 months, they won'teven notice it was taken out because of the tax increases. Mayor Countryman said in agreement that. : and currently that money isn't "earmarked" for anything right Joel Gordon asked what the people on MEDC feel about this. Carol Langley said they haven't discussed ity yet. That's why was asking. Mayor Countryman said, they don't have to. They don't have to approve anything. Joel Gordon said, the voters do. Chief Solomon said yes the voters do. Joel Gordon said Iwas thinking in the long term of any potential push back down the road. Mayor Countryman said not everybody on the EDC live int the city either. Carol Langley said but they have control ofit. Mayor Countryman said for sure. Joel Gordon said that they can still influence the voters. Mayor Countryman said absolutely. There still needs to be a discussion. Casey Olson said they may not be on the board long if they run against this. Mayor Countryman asked what did he say. Carol Langley said he didn'tsay anything. Casey Olson said lam saying it. Look, get on board or get off the train. Carol Langley said he's saying if you're not going for it you won't be on the board very long. Casey Olson said we are goingi in Chief Solomon said sO that's all we have for tonight. Does anyone have anything else cuz we'r 're ready to adjourn. Mayor Countryman said I'm good. Others in agreement. Mayor Countryman said yup, it's Make it happen and then it just has to go to the taxpayers in November. now sO we aren'ttaking away from something at all. one direction.
