REGULAR COUNCIL MEETING- April 8, 2024 The City Council ofthe City ofLa Grange met in Regular Session on Monday, April 8, 2024, ini the City Hall Council Chambers at 1551 E. Colorado St. with the following members present: Mayor Jan Dockery, Mayor Pro tem Kathy Weishuhn, Councilmember Arthur Bosque, Councilmember Katie Gross, Councilmember Bryan Kerr, Councilmember Kim Newton, Councilmember Ken Taylor, and Councilmember Violet. Zbranek. Councilmember Bonnie Busch was absent. Staff present: City Manager Jack Thompson, Assistant City Manager Frank Menefee, City Attorney Marie Angela Flores Beck, ChiefofPolice David Gilbreath, Finance Director Brett Wolff, and City Secretary Janet Bayer. Next were pledges to the US and Texas Under Citizen Participation, Teresa von Rosenberg spoke. CONSENT AGENDA Mayor Dockery. Issue al Proclamation declaring April as Cancer Awareness Month in the City ofLa Grange. Glenda Munsch, ai representative with Relay for Life ofLa Grange received the proclamation from Discuss and/or consider approval of! March 2024 minutes. A Motion was made by Mayor Pro Tem Weishuhn, Second Councilmember Bosque to approve the Consent Agenda item as presented. Motion carried 7-0. REGULAR AGENDA The first item was aj presentation by LEO Club ofLa Grange ISD. Thel LEO Club] presented bird boxes they made for Hope Hill Park to the City ofLa Grange. The LEO Club is a service- based student club sponsored by the local Lions Club and stands for Leadership, Experience and Opportunity. The LEO Club teaches Leadership skills that will help students advance through school, gain Experience with service projects that benefit the community, and have an Opportunity tol help others. Thei next item was to discuss and/or consider forwarding to the Zoning Commission for its consideration the attached proposed revision to the Zoning Ordinance to allow for alcohol manufacturing in Historic Districts situated within the Business and Commercial Districts and requesting that the Zoning Commission send its report and recommendation back to the Council as required by the Zoning Ordinance. Vicky and David McGrath, owners of La Grange Distilling Company, LLC and La Grange Spirits Company,LLC, seek to establish ai retail location downtown, featuring a tasting area, gin sales, and a gin schoo-demonstration area. This requires amending the Zoning Ordinance. City Council approval is needed to advance the ordinance to the Zoning Commission, which will then return it to the City Council for final consideration. City Council Committee Reports City Council in the near future. Chief of Police Update inl March. City Manager Update Councilmember Taylor spoke on behalf oft the Tax Appraisal Board who met recently. He requested aj presentation from Mr. Banks, the legal authority who collects on back taxes, to the Chief Gilbreath stated there were 359 calls for service in March. There were 14 accidents during the month with 40 citations issued and 39 warnings issued. 56 calls for animal control were Jack Thompson will kick off a series of staff budget meetings on April gth. He also is working on Economic Development projects and looking into other Economic Development efforts in the coming years. City Secretary Update No report. Mayor Dockery recognized the service and dedication of Gene. Jaster as Executive Director ofLa Grange Housing Authority and thanked him for 25 years ofs service to the City ofl La Grange and its citizens. REGULAR AGENDA The first item was to discuss and/or consider approval of] Fayette Public Library Advisory Board By-Laws. The Fayette Public Library, Museum and Archives Advisory Board began reviewing the By-Laws in November 2023. The LMA Board voted to approve the By-Laws in March 2024. Library Director Allison Hollek went over the. Articles and Sections with the council that were added, modified, and/or streamlined to better coincide with City Council language. Motion Mayor Pro tem Weishuhn, Second Councilmember Taylor to approve the Fayette Public Library Advisory Board By-Laws as presented. Motion carried 8-0. The next item was to discuss and/or consider approval of Fayette Public Library's Standard Operating Procedure policies. The current policies were approved by City Council in 2012. The Fayette Public Library, Museum and Archives Advisory Board began reviewing the policies in January 2023. The LMA Board voted to approve the Standard Operating Procedure policies in] May 2023. Library Director Allison Hollek went over the various sections with the council that were added and/or enhanced. The Fayette Public Library policies follow that oft the American Library Association (ALA). Motion Mayor Pro tem Weishuhn, Second Councilmember Gross to approve the Fayette Public Library's 's Standard Operating Procedure policies as presented. Motion carried 8-0. The next item was to discuss and/or consider Tower Antennae License Agreement with Rural Telecommunications of America (RTA) to lease space on Water Tower. Staff request an update to the current agreement with RTA to utilize space on the North Water Tower located on Von Minden Rd. Motion Councilmember Bosque, Second Councilmember Gross to approve the Tower Antennae License Agreement with Rural Telecommunications of America (RTA) to lease space on Water Tower. Motion carried 8-0. The next item was to discuss and/or consider a General Joint Use Agreement for the joint use ofr municipally owned utility poles with Rural Telecommunications of America (RTA). Staff request a renewal agreement with RTA to contact our utility poles for fiber contacts. The agreement is for contacts at various locations in town that will support the build out ofai fiber network to serve customers in La Grange. Motion Mayor Pro tem Weishuhn, Second Councilmember Newton to approve the General Joint Use Agreement for the joint use of municipally owned utility poles with Rural Telecommunications of America (RTA). Staff request a renewal agreement with Logix Fiber Networks to contact our utility poles for fiber contacts. City Council Committee Reports Ken Taylor, member of the Tax Appraisal Board, stated that Notices of Appraised Value toj property owners should be mailed out towards the first part ofl May. ChiefofPolice Update Chief Gilbreath stated MS150 is gearing up and cyclists will be here this Saturday and Sunday, April 27th and 28th. The murder trial of] David Harrison, Jr. finished up this week and the suspect was found guilty and sentenced to life in prison. City Manager Update Jack Thompson told council we will go out for bids ont the City Hall plaza roofreplacement this week. He and Mayor Dockery went to the mural project dedication at Hart Land Real Estate last week. It was well received and attended. Other businesses have now expressed interests. Jack will send out a budget survey to City Council soon to see what projects they would like to see for this next fiscal year. City Secretary Update No update.
