Minutes oft the Budget Work Session Meeting oft the Greensville County Board of Supervisors, held on' Tuesday, April 16, 2024, beginning at 2:00 p.m. The meeting was conducted inj person at the Greensville County Building, 1781 Greensville County Circle, Emporia, Virginia. Inl Re: Approval of Agenda Chair Brown recommended approval ofthe Agenda. Supervisor Conwell moved, seconded by Supervisor Cain, to approve the agenda as presented. Inl Re: Presentation ofl FY25 County Administrator's Proposed Budget to the Board of Supervisors Dr. Woolridge, County Administrator, addressed the Board and presented the FY25 Dr. Woolridge acknowledged the team that worked with her during the budget process. She then thanked Gary Cifers, Assistant County Administrator, Tameka Green, Director of County Administrator's Proposed Budget. 1 Finance, Alice Whitby, Finance Manager, Dr. Terrence Wood, Director of Human Resources and Angela Jackson, Executive Assistant for a job well done. Dr. Woolridge then presented the following information regarding the FY25 County Administrator's Proposed Budget: FY25 Initial Budget Impact Based on all budget requests received from existing departments and organizations, along with one new organization, the initial budget impact resulted in the following: Revenues: $24,002,361 Expenditures: $26,643,912 Deficit: ($2,641,551) Across the Board Increases for Salaries 1. The proposed FY25 budget includes a 5% Cost ofLiving (COLA) increase for all County and Compensation Board funded positions at a cost of $7,407,694 + Fringes. 2. Updated salaried positions per the Compensation and Classification Study (total amount of$50,771) Administrative Support Assistant II (Building and Planning) - increase of$5,328 Bus Driver- increase of $5,313 Custodians - increase of $22,850 total for five positions Grounds Workers increase of $4,962 Receptionist/Oftice Assistant (Administration) - increase ofs $3,363 Across the Board Changes for Fringe Benefits 1. Health Insurance premiums are anticipated to increase at a maximum of9.79% for all full-time County and Compensation Board employees. Yearly premium would be an additional $1,044 per full-time employee Currently, with 125 full-time County and Compensation Board employees, this ($87/month X 12 months) would result in an increase of $130,500. 2. The Virginia Retirement System (VRS) monthly employer's contribution decreased 3. The Health Insurance Credit (HIC) through VRS decreased from .08% to .07%. from 10.15% to 10.04%.
