BOROUGH OF NEW FLORENCE MINUTES MAY 21, 2024 President Jason Beatty, called the regular meeting of the New Florence Borough Council to order on Tuesday, May 21, 2024, at 6:30 pm in the Borough Building. ROLL CALL Members Present: Jason Beatty, President Mason Luther, V.P. Jeff Rager Chuck O'Shell Scott Fuller Gwen Dellett Ed Craft Cheryl Priest, Secretary Mark Dellett, Mayor Dan Hewitt, Solicitor - Absent PUBLIC COMMENT Haidee Street spoke on receiving a citation regarding dump issues. Officer Goggin assisted her with the issue. Carl Fabrizio discussed that St. Clair Twp., would like to get council and the contractor regarding the storm water project installing the drains near Furnace Lane. POLICE REPORT Officer Goggin gave the April Police Department Report. He also introduced himself to the borough council. The Department is continuing working with the NIBRS reporting system. Warmer temperatures are bringing out snakes, please be aware. Numerous stops occurred due to driver's not having their headlights activated when their wiper system is in use, per 75 Pa.C.S. Section 4302. APPROVAL OF MINUTES Jeff Rager made a motion to accept the minutes from the regular meeting of April 16, 2024 as written. The motion was seconded by Gwen Dellett. All in favor. Motion passed. TREASURER'S REPORT Chuck O'Shell made a motion to accept the April 16, 2024 Treasurers Report as written. Mason Luther seconded the motion. All in favor. Motion passed. SOLICITOR'S REPORT Jason Beatty discussed passing a motion to accept the deed of dedication from the Housing Authority for the Cul-de-sac at the New Florence Manor. Chuck O'Shell made a motion to accept the deed of dedication from the Housing Authority for the Cul-de-sac at the manor. Jeff Rager seconded the motion. All in favor. Motion passed. COMMITTEE REPORTS Fuller, second. BUILDING, GROUNDS, & EQUIPMENT =- Mason Luther, Chair. Scott Mason Luther discussed the purchase of the garage door materials for replacing the small garage door on the Borough building. Al Thomas will replace the door on a rainy day. Mason Luther also discussed that the painting of the New Florence Borough building has begun by Al Thomas and Jacob St. Clair. Al Thomas spoke regarding the backhoe repair, he pressured washed the Mason Luther discussed new signs for the borough building doors, dump site/composite area at the 15th street dump. He will get back with a quote backhoe and replaced a hose and it's good to go. at the next meeting. STREETS AND DRAINS = Chuck O'Shell, Chair, Jeff Rager, Second Jason Beatty discussed that the borough did get the bids back for the CDBG project. HET Contracting out of Jeannette had the lowest bid of $155,595.00. Jason Beatty made a motion to award the CDBG stormwater paving project to HET Contracting for the price of $155,595.00. Jeff Rager seconded the motion. All in favor. Motion passed. GRANTS & FUNDING - Gwen Dellett, Chair, Mason Luther, Second No report. LANDBANK - Ed Craft, Chair; Mason Luther, Second Demolition is still in progress at the Overall Factory, just different paperwork due to being a commercial building. MAYOR'S REPORT No report. ORDINANCE OFFICER REPORT - Ed Craft There are numerous properties being cited with 7-day notice letters being sent out. OLD BUSINESS No report. NEW BUSINESS Jason Beatty received a letter today from Ed Sutter, he is willing to fill the vacant sewage board seat. Jeff Rager made a motion to appoint Ed Sutter on the New Florence Sewage Board. Gwen Dellett seconded the motion. All in favor. Motion passed. Jason Beatty discussed the IRS payment notice we received for taxes from 2020 in the amount of $3676.18. Mason Luther discussed Dumpster Days will be on June 14 and June 15, 2024, 8:00 a.m. to 4:00 p.m. or until full. Jason Beatty called for an Executive Session at 7:37 p.m. to discuss donations. Executive Session ended at 7:48 p.m. ADJOURN Mason Luther made a motion to adjourn the meeting. The motion was seconded by Chuck O'Shell. All in favor. The motion passed.
