Consideration of request for Davidson County Public Health Department - Public Health Month Proclamation. - Lillian Koontz Mayor Ward read the Proclamation declaring April as the Public Health Month. Ms. Koontz spoke briefly, sharing appreciation from the Davidson County Public Health Department toi the Town of Denton for our continued support of the Public Health awareness 7. Presentation from Davie-Davidson Apprenticeship Consortium - Michael Holmes Mr. Holmes was unable toj join us, and Mr. Jonathan Brown spoke on his behalf. He is with the Davie-Davidson Apprenticeship Consortium (DDAC), Mr. Brown spoke regarding the logistics of the program, who they are, what their mission is for Consortium and Partnership with local businesses in building tomorrow's workforce. There are currently 8 business that have joined the Consortium with ai few more, joining in the near future. The DDAC apprenticeship currently promotes three career paths: Maintenance for Electrical Engineer Technician and Mechanical Engineering The apprenticeship program provides a debt free education to individuals, providing them program. Technician, and Manufacturing: Production Technician. with an Associate's Degree and' Workforce Development. There are currently 25 applicants 8. Approve Town of Denton Events Calendar July December 2024 - Parks and Recreation Ms. Rebecca White spoke on behalf of the Parks and Recreation Board. She asked if there were concerns with the event calendar from July thru December 2024. The Board has several events currently scheduled that they need to make arrangements for that have been halted until the Ms. White stated that she had heard there were concerns with the Pageant that was once promoted during the Watermelon Festival. Since the Board had directed that they select 2 of the best things from the Watermelon Festival and hold those during another event to keep from over Ms. White stated that the 2 best items were the Pageant and Cornhole tournament. The pageant isar non-contract community service pageant, for all ages. The pageant promotes service, and community involvement. They collect food, monetary donations and items for the backpack program. These items benefit South Davidson Family Resource Center, Project Santa, and the Annual Ms. White made a suggestion that the Harvest Pageant be moved back to August. This would help with attendance of the Harvest pageant and would not interfere with the Miss Denton Pageant. Ms. White mentioned that she had spoken with two administrators of the Miss Denton Pageant and they were not aware of any conflicts with holding it in October. The Commissioners stated that they had received complaints with the Harvest Pageant being sO close to the Miss Denton excepted into the program with 100's applying. Approve 2025 Deer Urban Archery Season January 11 - February 16, 2025 = Angel Jenkins Ms. Jenkins stated that it is time to renew participation ini the NC Wildlife Urban Archery Season. This is for bow hunting within the Town corporate limits only during the weeks of January 11 - February 16, 2025. The regulations for the participating are as follows: Hunters must have written permission from landowners to hunt. Hunters must hunt from an elevated position or platform of 10 feet. No hunting allowed on property owned by the Town of Denton. No arrow shall be discharged within 50 yards of a school, church, daycare, or park. The Town has participated in the Urban Archery programs since 2018, and there have not been any issues reported. The harvest reports for 2024 were not available, however, 2023 shows one *Motion made by Mayor ProTem Grubb to approve the 2025 Deer Urban Archery Season doe harvest reported. Approve Street Closure Request for Heart of the Carolinas Antique Power Club- Ms. Jenkins stated that we have received a request for street closure from the Heart of the Carolinas Antique Power Club for Saturday, April 27"h, 2024. The request is to close Anderson Street from Newsom Avenue to Peacock Avenue from Newsome Avenue to Peacock Street. They have also requested to use the Town impound lot on S. Jones Street to park trucks and Angel Jenkins trailers after they have unloaded their tractors. Ms. Hedrick spoke on behalf of the Heart of the Carolinas Antique Power Club. She stated they are a non-profit organization. Their goal is to help individuals with medical needs in and around the Denton community and provide funds to the South Davidson FFA Department. There is no charge to attend the event, but donations are welcomed to assist with the future needs in our community. *Motion made by Commissioner Hogan to approve the street closure for the 1st Annual Tractor /Car Show to be held by the Heart of the Carolinas Antique Power Club on April 27, 2024, and the use of the Town's impound lot. *Second made by Mayor ProTem Grubb. Motion passed unanimously (5/0) 11.Approve Agreement with North Carolina League of Municipality for Grant Services - Angel Ms. Jenkins stated that the NC League of Municipalities (NCLM) has reached out to 143 municipalities to provide funding for grant writing services. This program is being funded by ARPA funds. The Town has received $30,000 towards a grant writer that has been contracted through the NCLM. Ms. Jenkins met with them via zoom and started the initial assessment of needs for the Jenkins Town. The Board will need to accept the funding from the NCLM. *Motion made by Commissioner Morris to approve Agreement with the North Carolina League of Municipality for Grant Services. *Second made by Commissioner Bean. Resolution R-23/24-09 ARPA Funding for Oxidation-Ditch Modifications Study- Angel Jenkins Ms. Jenkins stated the American Rescue Plan Act (ARPA) funded from the State Fiscal Recoyo Fund was established in Session Law 2022-74 to assist eligible units of local government with Meeting their drinking water and lor wastewater needs, and the North Carolina Department of Environmental Quality has offered Pre-construction Planning Grant ARPAf funding in the amount of $30,000 to perform the work detailed in the submitted application, and the Town of Denton intends *Motion made by Commissioner Bean to approve Resolution R-23/24-09 ARPA Funding for To perform said project in accordance with the agreed scope of work. Consider and Approve GPS Mapping Program = Diamond Maps = Angel Jenkins Ms. Jenkins presented a GPS Mapping Program, Diamond Maps that provides a cloud-based GPS Mapping application for water and sewer facilities. The software collects all your knowledge inc one place, you build your own map, outlining the various water line, sewer lines, meters, hydrants, line sizes, and all are color coded. They offer a free trial, the Enterprise subscription for 2,500 population carries a $40 a month fee. He is working on a layout for the park. Commissioner Morris asked about the ARPA Funds for 2026. Ms. Jenkins stated that the state budget of 2,000,000 was approved in the fall fori infrastructure Ms. Jenkins stated that the Department of Environmental Quality and Department of Water Commissioner Bean stated that she had received a response from a resident after the paving, Mayor Ward stated that Peacock Avenue is scheduled to be paved this summer according to Infrastructure is overwhelmed and understaffed. and they were very appreciative. the NC Department of Transportation. 18.Announcements a.
