MINUTES WAYCROSS CITY COMMISSION PLANNING & INFORMATION SESSION MONDAY, APRIL 1, 2024, 5:001 P.M. WAYCROSS CITY COMMISSION CHAMBERS I7PENDLETONSTREET: WAYCROSS, GA) CALLTOORDER: The Planning and Information Session oft the City of Waycross was called to order April 1, 2024, at 5:001p.m. by Mayor Michael-Angelo James. The meeting was held in the Commission Chambers of City Hall. Present was Mayor James, Commissioners Norman Davis, Katrena Felder, Mayor Pro Temp, Alvin Nelson, and Sheinita Bennett. A. Invocation: Mayor Michael-Angelo James Invocation was led by Mayor Michael-Angelo James B. Pledge of Allegiance II. GUESTS: Mr. David White-1419 Marion Street, Waycross Georgia, - 31501-spoke about the area known as Garlington Ave, and the lack of safety when crossing the highway in that area. In his opinion there needs to be ai traffic light there to control the traffic allowing pedestrians to cross from one side ofthe highway to the other. III. TRAVEL/TRAINING SCHEDULE AND REQUESTS The City Manager announçed that the Retreat for the City is upcoming on April 12 through the 13. IV. PLANNING & INFORMATION SESSION A. Bids: 1. Community Improvement Marc Hawkins-they are currently going through their policy and procedure updates. He spoke on the blighted properties that are going to court soon. He reminded the commission and citizens that is spring and to make sure that lawns are cut regularly to prevent overgrowth. And lastly getting the appointments made to the Board of2 Zoning and Appeals. Business Integration & Information Systems Patrick Simmons- they are working on the Tyler software onboarding. Increasing social media platforms. Working with ATC to upgrade the software systems. There will toastmaster round table discussions to come together to make the city better. Lastly, the city has implemented a weekly Podcast that will comprise of any information from people, businesses, churches etc. that we, the city, need to be made aware of. Protective Services (Fire) Chief Eddins- the fire department is not executing the new hires they are doing training. They are undergoing spring cleaning at the fire house. Emergency contact information with commercial business is being updated. And they are doing annual maintenance on the fire equipment. d. Protective Services (Police) Chief Cox- the department received a $3,000 grant. They are in the process of doing their security planning fort the upcoming events. They are getting ready for the Citizens Police Academy. Human Resources The City Manager gave this information for the HR Director Marissa Hendricks- They are getting ready for Georgia Cities Week. They are still working to improve a better HR system, hopefully trying to replace ADP. Finance Greg Smith-he spoke on the fy-2023 audit. He stated they are on time and ready for the fy-2024. He is excited about onboarding Tyler software for the city. Excited about the audit being on time this year. He also spoke about FEMA to get reimbursed from the storm damage back in August. Page 2 of5 Public Works- James Smart- they have new mower crews he's happy about that. Everything is working out smoothly. He introduced the city to the new employees explaining what they are doing and where they are working. h. Engineering- The City Manager spoke on their behalf. He mentioned that they have made lead way on repairing the sidewalks. Better communicating with public works. They have two project managers to come in to be interviewed. Water & Wastewater The City Manager spoke regarding ESG is trying to get ahead ofthe water project with the expected growth coming. Also, the city is contemplating extending our water services. 2. Infrastructure Update: Streets and Roads- The City Manager spoke on the 70/30 split using Robotics. Also, the LMIG projects with what districts qualify. .Hewille email all the streetstot thec commissioners) pertaining to the 70/30 robotics. 3. Amend the Code of the City of Waycross, Georgia; To Amend Chapter 38-Traffic and Vehicles, Article III. - Stopping, Standing, and Parking, by Adding a New Section 38-71 Pertaining to Temporary Fire Access Lanes on Public Property; To Repeal Conflicting Ordinances; To Provide for Severability; To Provide for an Effective Date; To Provide for Renumbering or Relettering; and for Other Purposes.
