April 15 ,2024 Turin Town Hall @ 7 pm Public Hearing and Council Meeting Minutes Call to Order Mayor Starr Invocation Mayor Starr Pledge of Allegiance Alli in attendance PUBLICHEARING comment regarding a recommendation of the Planning Commission concerning the following map amendment to the Town ofTurin Zoning Ordinance: Rezone the property located at 244 Turin Road in the Town of Turin owned by Roy Odom and furtheri identified The Town ofTurin will hold a public hearing on Monday, April 15, 2024, at 7:00 p.m. at the Turin Town Hall. The purpose of the public hearing will be to receive public as parcel number To1 0008 009 from its current zoning of Single-Family Residential District (R-40) to General Commercial (GC). A copy of the rezoning application and the Planning Commission recommendation is on file for public review in the office of the Town Clerk. Joe Christopher spoke for the family and explained that they only wanted to change the property line SO that the septic is on the same property as the building that he owns. Motion made by Councilman Ramos to adjourn the public hearing, 2nd by Councilman Sprouse. Motion carried. PUBLIC CHEARING The Town ofTurin will hold a public hearing on Monday, April 15, 2024, at 7:00 p.m. at the Turin Town Hall, 47 Turin Road. The purpose of the public hearing will be to receive comment on a recommendation by the Planning Commission of approval of an application by Turin Endeavors, LLC for a variance to allow a minor subdivision at Highway 16, Turin Georgia, parcel number 149 1149 001. A copy of the application and the Planning Commission recommendation is on file for public review in the office of the Town Clerk. Mayor Starr called the Public Hearing to order. No one was present to speak for Turin Endeavors, application not considered. Randy Hecht, Miss Strickland and. Judy Baty spoke against the minor subdivision. Councilman Sprouse made a motion to adjourn the public hearing, 2nd by Councilman Ramos. Motion carried. Approval of Minutes March 18, 2024 Motion mad by Councilman Sprouse to approve minutes, 2nd by Councilman Ramos. Motion made by Councilman Ramos to amend the agenda to unfinished business to appoint a Motion carried. Planning Committee member, 2ndb by Councilman Sprouse. NEW BUSINES Allow County to gravel George Revel Rd and we pay only materials Revel Rd, 2nd by Councilman Sprouse. Motion carried. Checking on prices, table to May's Council Meeting. Motion made by Councilman Ramos to approve to pay for the material to gravel George Digital speed sign on Hwy 16 Set Public Hearing for 2023 Budget Motion made by Councilman Ramos to set the first public hearing on the 2024 budget for May 20,2024 at Town Hall @ 7pm, 2nd by Councilman Sprouse. Motion carried. Speed limit change on N and S Hunter and Linch Roads Motion made by Councilman Ramos to allow Councilman Sprouse to work with Clerk and Town Attorney to get the speed limits changed, 2nd by Councilman Sprouse. ADMINISTRATIVE UPDATE N/A COMMITTEE UPDATE N/A PLANNING Commission N/A WATER SYSTEM UPDATE Alls service lines prior to 1990 installed has to be dug up on both sides to check for lead pipes and take pictures, average usage per day is 65,000 to 68,000 gals, also looking to see where ini the lines we can install 2-inch valves so if something happens, we don't have to cut the whole town down and the roundabout is a 2 year build out. PUBLIC COMMENTS Nancy Smith wanted to ask Council ift the speed limits are going to bel lowered on streets will golf carts still be able to travel ont them if the golf cart ordinance is passed.
