Roll Call: Present: Andrew! Excused: Honorable Mayor Ed Brown ChiefAdministrative Officer Crandall O.Jones Chief Administrative Officer Crandall Jones gave a PowerPoint presentation on ARPAI Projects apprising Council of the current status of ARPA expenditures and the process underway for review and future processing of ARPA projects. The presentation included the overall status of ARPA funding, funding to be proposed for a Restricted Capital Reserve, the rationale for establishing a Restricted Capital Reserve, and the process and next steps. Rules for Meeting Decorum "Upper Darby residents have the opportunity to speak for three (3) minutes. Residents are prohibited from making threats, using profanity, or actingi in a manner that would impede or prevent the conduct of the business of the meeting. Any person who attends the meeting and makes remarks, disrupts, or otherwise impedes the orderly conduct of the meeting after receiving averbal warning may be required to leave the meeting at the discretion oft the Council President." 1 Public Forum should not exceed thirty (30 minutes. Ifar resident chooses to ask questions, they are voluntarily giving up theirt time for a response. This means that the 3-minute timer will continue to run no matter who is speaking. The timer will be clearly displayed on the screen. Public Forum Spero Pappas of 2423 Cedar Lane addressed Council about ARPA1 funds, the Senior Center, and David Haman of 727 Stanbridge Road read from a presentation given by Mr. Gordon Mann of PFM Dolores Lombardi of 295 S. Kirklyn Avenue spoke about the proposed revisions to the ARPA fund Kathryn Cowan of 12 Englewood Road commented about the ARPA fund Ordinances and asked John' Vizzarri of 353 Kirks Lane spoke about the proposed revisions to the ARPAf fund Ordinances and asked residents and business owners to attend the 6/26/24 council meeting to address the John DeMasi of 706 Stanbridge Road asked whether UHYV was consulted about the proposed. ARPA fund Ordinance revisions, talked about the Treasury Department's webinars on the rules for ARPA funds and asked if the appropriations in the Ordinances that are planned tol be repealed have Becky Duggan of1 129 N. Pennock Avenue talked about the due date for the trash and sewer tax bills and funds for the Watkins' Center renovations and repairs. She questioned Council about Rose' Wilson of 515 Blythe Avenue commented about the proposed revisions of ARPAfund Maryellen Oxner of 4134 Vernon Road commented abouti the proposed revisions of ARPA fund Olivia Taylor of 204 Kent Road spoke about the' Watkins Center and addressed Council about their Joanne Nammavong of 133 N. Pennock Avenue asked Council about the proposed Senior Center, when the 2023. Audit will be available, and who was consulted at UHY about. ARPA funds. She spoke abouti the location of the 4th of July fireworks and drug dealing near Garrettford School. David Drydan of 1114 Burmont Road talked about' Township, County and State financial difficulties and the Township budget. He spoke about the previously voted upon ARPA fund police funding. and spoke about the proposed revisions to the ARPA fund Ordinances. Public Health and Environmental Affairs, Chair: Danyelle Blackwell Members: Matt Silva, Jess Branas, David Bantoe Chair Danyelle Blackwell reported that there was a clean-up event on 6/1 and that there are clean- up events held every 4th Saturday oft the month and the volunteers meet at Observatory! Field. The movie Trigger was presented on 6/4 in collaboration with the PAI Human Relations Committee of Delaware County. She recognized School Board member Rachel Mitchell who is stepping down. On 6/10/24 there will be a Hygiene giveaway at 69th Street. Committee members met with the Upper Darby Environmental Advisory Committee regarding a Plastics Pollution Ordinance. Solicitor Kilkenny reported that on 6/4/24 his office participated in an oral argument in Commonweatth Courti fort the proposed Starbucks on the border of Upper Darby and Haverford Solicitor Township defending the Zoning Board's decision. Old Business 5 LWs spoke about CAO. Jones' 5-year Capital Budget Plan, commenting that this Home Rule Charter requirement includes an update to be given annually. She spoke about the grand opening ofL Love2 2 Care emergency foster care and foster home in Upper Darby. She thanked everyone who attended Memorial Day events. She spoke about Cobbs Creek Golf Course cutting down hundreds of trees and the impact of that. She commented that she voted not to approve the meeting minutes because she feels it is important toi include the details of the council's discussions. BA spoke about Cobbs Creek Golf Course partnering with TGRI Learning Lab (a Tiger Woods' Foundation) which will provide many opportunities, including college scholarships, to the youth of the community. DB thanked CAO. Jones for touring his district. JB1 thanked the Upper Darby Fire Company and all the volunteer Fire Companies that responded to al house fire that occurred the previous week. There will be a shredding event on. June 22, 2024, at Upper Darby High School. New Business meeting.
