BLAIRSVILLE BOROUGH COUNCIL REGULAR MEETING MINUTES APRIL 16, 2024 1. The meeting was called to order by President John Bertolino at 5:30 P.M. 2. Moment of Silence 3. Pledge to the Flag 4. Roll Call: The Council Members present included Mr. John Bertolino, Mr. Albert Dettorre, Mr. David Janusek, Ms. Kaitlyn Sagely, Mr. Jeffery Marshall, and Mr. Robert Startari. Others in attendance included Mayor Ronald Evanko, Chief Louis Sacco, Mr. Patrick Dougherty, Solicitor, Mrs. Jody Poorbaugh, Manager, and Mr. David Fairman, Public Works Manager. Mr. Michael Meyer, Engineer, was not present. 5. Additions to the Agenda = None 6. Public Comments: a. Olivia Seich inquired about an update on 137 W. Campbell Street. There are no new updates. 7. Approval of Minutes: a. Amotion was made by Mr. Dettorre and seconded by Mr. Marshall to approve the minutes of the March 19, 2024, regular meeting. Approved 6/0. 8. Mayor's Report: a. PCCD Grant - The County will manage grant if received. The grant is C. Received the Dodge Durango Pursuit. The vehicle is currently at Blackout d. The Mobile Radios will be installed in all vehicles and the police station. Once they are installed the radio transmission will be encrypted. e. The Peace Officer Memorial Dayi is being hosted by the Blairsville Police Department on May 15, 2024. The services will be held at 11:00. Approved 6/0. 12.Treasurer's Report: a. Financial Report - Cash on hand in the General Fund after the bills have been paid is $222,700.21; The Highway Aid Account has $221,919.63. b. Accounts Payables - Was presented in the amount of $52,646.67. Agroundbreaking ceremony will be held at Murphy Park on April 30, 2024, at b. Mr. Dettorre stated that the fire company responded to minor calls, and brush b. The Blairsville Fire Department along with several other Departments responded to a Structure fire on North Liberty Street in March and the fire was d. InE Early April, a Penelec power line fell across the river. Power line wrapped around several trees. The Board received a copy of the Blairsville Municipal Authority regular meeting minutes. Held on February 20,2024. b. ARPA Funds will be allocated to water and sewer projects. 4 Blairsville Borough Council Regular Meeting Minutes April 16, 2024 30.Unfinished Business: a. Street Lighting = Evans Avenue Area = None Recreation of Westmoreland County. b. Recreation Coordinator Position - It is currently a parttime position. The job description was sent to IUP - Sports Medicine Department and Parks & C. Municipal Emergency Service Authority Ordinance - Steering Committee continuing to meet. The timeline has been pushed back. The committee is working on description and defining the details on the type of individuals that are sought. The ordinance will not be advertised for a month or more. 31.New Business: a. Otter Statue - Need an ordinance in place with criteria for placing statues/artwork on Borough owned properties only. b. The ordinance should include minimum and maximum sizes, type of maintenance, and the process to apply for permits to install statues or artwork.
