Town of Woodfin Town Council Meeting  Tuesday, May 21, 2024 5:00 pm  Nof IHCARO  ACTION MEETING MINUTES  Council Members Present Mayor. US/ACARACTASTAIR,  Mayor McAllister called the meeting to order at! 5:02 pm.  A. Approval oft the Agenda (0:10) passed unanimously, 6-0. B. Consent Agenda (1:01)  Vice Mayor Ervin made ar motion to approve the agenda. Council Member Kahn seconded the motion which  1. Approval of the May7,2024, budget work session meeting minutes. 2. Approval oft the Tax Collection Report for the period ending March 2024. 4. Approval ofr reappointment of Coral Darby and Gerald Greent to the PGAC.  3. Approval ofa al lease with Friends-Montessori School ofr real property located at 23 Community Rd. 5. Approval of Budget Amendment Ordinance #2024-011-1 To amend the General Fund (10) and the Parks Vice Mayor Ervin made a motion to approve the Consent Agenda. Mountain Rd, Woodfin. There was no public comment.  Citizens may address the Board concerning various topics after being recognized by the mayor and are  limited to 3 (three) minutes speaking time. Presentation of Proposed Budget for FY: 2025 and Establish Public Hearing Date - Shannon Tuch & Sheri  Council Powers E. New Business (1:25)  3. Town Manager Report - Shannon Tuch, Town Manager  F. Public Hearing - Ordinance #2024-010-, A request to rezone 1.45 acres located at 99999 Old Marshalli from Transitional District (TR) to R-21 Residential District (R-21). The propertyi is identified ini the Buncombe County taxi record as PIN 9731-54-0323. The property owner is the Town of Woodfin. Staff member  presenting- - Ricky Hurley.  Mayor McAllister opened the Public Hearing at 6:35 pm. There was no public comment at the publicl hearing. Mayor McAllister closed the Public Hearing at 6:36 pm.  Council Member Kahn made a motion to approve Ordinance #2024-010 the rezoning of 1.45 acres as shown on Exhibits A & Bi from Transitional District to R-21 Residential District and find that the request is reasonable, isi in the public interest, is consistent with the Woodfin Together Comprehensive Plan, and meets the development needs oft the community in that the request: 1. Uses the Future Land Use Mapi to guide development decisions that promotes fiscal responsibility bye encouraging growth in areas with existing services (1.1.1,1.2.6),: 2. Protects steep: slopes and other environmentally, sensitive areas (5.1.1). Council Member Cohen secondedi the motion Vice Mayor Ervin made a motion to adjourn into closed: session consistent with North Carolina General Statute $143-318.11 (a)(3): To consult with an attorney employed or retained byt the public bodyi in order to preserve the attorney-client privilege between the attorney and the public body, which privilege is herebyacknowledged; G. Executive Session (1:34:47) - The Town Council may adjourn to private chambers to discuss legal, personnel, contractual or similar matters protected by thel NCGS $143-318.11. (a) including subsections: 1. (3)to consult with an attorney employed or retained by the public body in order to preserve the attorney- client privilege between the attorney and the public body, which privilege is hereby acknowledged. Vice Mayor Ervin made a motion to adjourn the meeting. Council Member Thornton segbndeg ther  which passed unanimously, 6-0.  Council Member Cohen seconded the motion, which passed unanimously, 6-0.
