Madison County Board of Elections Meeting Minutes -Monthly Meeting December 13, 2023 The Madison County Board of Elections held a regularly scheduled meeting on Wednesday December 13, 2023, at Suite E, Room 16, 5707 US2 25-70 Hwy, Marshall, 28753. In attendance: Jerry' Wallin, Chair; Dyatt Smathers, Secretary; Brian Ball Member (via telephone); Ray Lewis Member; Debbie Ponder, Member; Jacob Ray, Director; and two members of the public. Call to Order: Chair Wallin called the meeting to order at 3:00 p.m. Agenda: Motion (DS, DP) to approve the agenda as presented. The motion passed unanimously (5-0) Minutes: Motion (DS, RL) to approve November 16, 2023 meeting minutes, November 17, 2023 meeting minutes, and November 17,2023 executive meeting minutes as presented. Members' Report: Member Lewis commented on the recent court decision on Senate Bill 749. Secretary Smathers expressed condolences to the chair over thel loss of his sister. Secretary Smathers spoke about candidate filing effecting Dr. Banks'sability to serve as a chief judge and expressed his gratitude to Dr. Banks's service as Member Ponder expressed her appreciation to the rest oft the board and staff for their assistance during her first year as ac chiefj judge. a board member. Director's Report: The director presented thei idea of using ExpressVote Ballot marking device as the primary voting method during early voting. Discussion by the board and staff about the potential benefits of using ExpressVote ensued.
