Madison County Board of Elections  Meeting Minutes Absentee/Monthly Meeting  February 20, 2024  The Madison County Board of Elections held a regularly scheduled meeting on Tuesday February 20, 2024 at Suite E, Room 16, 5707 US 25-70 Hwy, Marshall, 28753. In attendance: Jerry Wallin, Chair; Dyatt Smathers, Secretary; Brian Ball  Member; Ray Lewis, Member; Debbie Ponder, Member; Jacob Ray, Director.  Call to Order:  Chair Wallin called the meeting to order at 3:00 p.m.  Agenda:  Motion (DS, BB) to amend and the agenda sO that agenda item "FY: 25 budget proposal" is completed after agenda item "Poll Worker Approval". The motion passed unanimously (5-0). Motion (DS,JW) to approve the agenda as amended. The  motion passed unanimously (5-0).  Minutes:  Motion (DS, BB) to approve February 13, 2024 meeting minutes as presented. The motion passed unanimously (5-0).  Members' Report: Voting. Director's Report: New Business:  Secretary Smathers reported on the start of Early" Voting, ExpressVotes, and the shift schedule at Beech Glen Early  The director reported on the start of Early Voting and the latest training session held.  Motion (DS, RL) to approve the following poll workers:  Robin Burnett Republican Assistant at Mars Hill Precinct. Jennifer Green back-up temporary Hot Springs Judge. Issac Harwell back-up Hot Springs Democrat Assistant.. Glenn Graves Early Voting substitute. The Motion passed unanimously (5-0).    FY25 Budget Proposal:  Motion (DS, JW) to enter executive session to discuss personnel. The motion passed unanimously (5-0).  Motion (DS, JW) to return to open session. The motion passed unanimously (5-0).  The Director presented the Board of Elections FY25 Budget proposal, and the following actions were taken by  the board.  Motion (DS, BB) to: set the Director's: salary for FY25 be set to 46,215 witha1,100-longevity bonus. The Motion (DS, DP) to set the Senior Elections Specialist annual salary to 37,000. The motion passed Motion (DS,JW) toi increase Board Member compensation by 25 dollars per month. The motion passed  motion passed unanimously (5-0). unanimously (5-0). unanimously (5-0).
