e Oown of Oakboro BOARD OF COMMISSIONERS MINUTES May 20, 2024 7:00 PM Mayor Pro Tem Barbee called the meeting to order. He asked Mrs. Leslie Murray to call the roll. Mayor Pro Tem Brett Barbee, Commissioner. Joey Carpenter, Commissioner Lanny Hathcock, Commissioner Bud Smith and Ms. Georgia Harvey, Town Administrator. Mr. Reggie Bowers, Chief TJ Smith and Officer Payton. James were also present. Mayor Christopher Huneycutt was on a planned vacation and was absent tonight. Commissioner, Jackson was absent until the department updates section on the Historic Committee. She had an emergency at home but was able to come in at that time. Commissioner Hathcock had the devotion for tonight's meeting. He shared a Memorial Day Prayer with everyone. Approvals Mayor Pro Tem Barbee entertained a motion to approve the agenda. Commissioner Hathcock madea a motion to approve the agenda. Commissioner Carpenter seconded. Voted and carried unanimously by Mayor Pro Tem Barbee entertained a motion to approve the minutes of April 15, 2024, May 9, 2024 and May 13, 2024. Commissioner Carpenter made a motion to approve the minutes and Commissioner Mayor Pro Tem Barbee entertained a motion to approve the accounts payable in the amount of $461,025.14. Commissioner Hathcock made a motion to approve the accounts payable. Commissioner those present. Smith seconded. Voted and carried unanimously by those present. Carpenter seconded. Mayor Pro Tem Barbee reminded everyone that open forum limits each person to three minutes each Andrew Mullis of 20109 Ridgecrest Road stated that hei is present because of some controversy. He believes that the community deserves to know what is going on with the Oakboro Police Department. He asked what caused the officers who resigned to look for other opportunities. He would like to know what the board has to say about the Police Department. He shared that he likes to make donations into Linda Caputo of2 298. Jaida Lane questioned if the board has any plans on paving Eighth Street down to Main Street and also Gold Street. In addition, she asked to know an update on the sewer: smell from that the Oakboro Community: as hei is sponsoring the Oakboro Cruise In now. area. Department Updates Budget and Finance Mayor Pro Tem Barbee shared thet following information: Revenues 93% 119% 80% Expenditures 100% 70% 76% General Water Sewer Mayor Pro Tem Barbee shared that the board and town administrator had been working on a new budget and plan fort things addressed in open forum. He entertained a motion to set a public hearing for the 2024-2025 budget. Commissioner Hathcock made a motion to set a public hearing for Monday, June 17,2024 at 7pm. Commissioner Carpenter seconded. Voted and carried unanimously by those present. Mayor Pro Tem Barbee confirmed that date and asked the clerk to get the adi int the newspaper. Cemetery and Streets Mayor Pro Tem Barbee referred to Commissioner Carpenter. He turned it over to Mr. Reggie Bowers for the report. Mr. Bowers shared that the department had swept the street for1 the cruise in and picked up trash to beautify our town. They also repaired and cleaned more road signs that have been messed up by the trees or damaged. He shared the department also put out stone on the gravel roads. With the rain the town has had, Mr. Bowers shared that the department will start repairing the pot holes caused by that. No Through Trucks Sign was placed on Pine Street tol keep the trucks from cutting through those small roads. Ditches were cleaned as well as sides oft the road seeded and: strawed from repairs on water lines. They also cleaned the road sides. Police Department Mayor Pro Tem Barbee asked Commissioner Hathcock to provide the police department updates. He shared the statistics from this past month. 297-Traffic Stops 88- Citations 11-C Calls of Service 3-C Civil Paper Served 10- Medical Call 5-Escorts 1-Check Points Commissioner Hathcock presented Chief TJ Smith with a certificate for completing his Firearms Instructor Training. Page 3of5 Board of Commissioners Regular Meeting Minutes May 20, 2024 Parks and Recreation Mayor Pro Tem asked Ms. Harvey if she would update the board on the department since Commissioner Jackson was absent and Mr. Daniel Smith was away at the last soccer games of the season for Oakboro. Ms. Harvey shared that there was a movie in the park scheduled fori this past weekend but the weather didn'tc cooperate. It has been rescheduled for June 30, 2024 at 8:30pm. Youth soccer finishes their playing time this week. On. June 15, 2024, there is at food truck and vendor event sponsored by Sunny Day Markets. Ms. Harvey invited everyone to come out and attend this event. Public) Works Mayor Pro Tem Barbee called on Commissioner Smith for this update. Commissioner Smith asked Mr. Bowers to share about the public works from this past month. Mr. Bowers shared thei following: Water Installed/Replaced 10 water meters Repaired four old water meters Attempted locate of water leak on Pecan Drive (6" water line) Repaired 2" water line leak on James Road Repaired 34" water line leak on Redwood Drive Flushed water on South Main Street turning on and off the pump daily. Repaired 25 E-1 pumps Completed maintenance on Oaks at St. Martin Pump station Installed new float in Bo Run Pump Station Installed two sewer taps and Union Power. Lightning rani in on pump station and the department is taking turns manually Sewer Completed maintenance on Buster Road Pump Station working with Clear Water Advisory Board/Code Enforcement Mayor Pro Tem called on Commissioner Hathcock. Commissioner Hathcock: shared there was no report. Historic Committee Mayor Pro Tem Barbee referred to Commissioner Carpenter. Commissioner Carpenter referred to Ms. Harvey. The Historic Committee met this month and they shared an update on the cemetery arches. Some oft the parts are on back order. At the meeting, there was a presentation by Mr. Marshall Coble. Ms. Harvey advised that the committee did select officers for the newy year.
