Oown of C Oakboro BOARD OF COMMISSIONERS MINUTES April 15, 2024 7:00PM Mayor Huneycutt called the meeting to order. He asked Mrs. Leslie Murray to call the roll. Commissioner Brett Barbee, Commissioner Joey Carpenter, Commissioner Lanny. Hathcock, Mayor Christopher Huneycutt, Commissioner Latoya Jackson, Commissioner Bud Smith and Ms. Georgia Harvey, Town Administrator. Daniel Smith, Parks and Recreation Director and Assistant Chief Jason Eschert were Commissioner Smith had the devotion for tonight's meeting. He shared that he feels like with Easter being ont thet forefront of our minds, the word resurrection is one oft the most important words we have. also present. He shared al little on1 that and then prayed over the meeting. Approvals Mayor Huneycutt entertained a motion to approve the agenda. Commissioner Barbee made a motion to approve the agenda. Commissioner Smith seconded. Voted and carried unanimously. Mayor Huneycutt entertained a motion to approve the minutes of March 16, 2024 and March 18, 2024. Commissioner Hathcock made a motion to approve the minutes and Commissioner Barbee seconded. Mayor Huneycutt entertained a motion to approve the accounts payable in the amount of $229,227.15. Commissioner Barbee made a motion to approve the accounts payable. Commissioner Jackson Voted and carried unanimously. seconded. Voted and carried unanimously. Open Forum No one signed up for open forum. Administration Adopt Election Filing Fees The Town of Oakboro is required to adopt the election filing fees for this year. Ms. Harvey asked the board ift they would like to keep the filingi fees the same as last year. Commissioner Jackson madea a motion to adopt the filing fees of $25 for Mayor and $25 for Commissioner. Social Media Policy Approval Ms. Harvey presented social media examples during the February, 2024 meeting. One social media policy has been chosen and that is attached at the end of these minutes. Voted and carried unanimously. Department Updates Budget and Finance followingi information: General Water Sewer Cemetery and Streets Mayor Huneycutt referred to Commissioner Barbee fora an update. Commissioner Barbee shared the Revenues 93% 110% 75% Expenditures 84% 63% 75% Mayor Huneycutt referred to Ms. Harvey because Mr. Reggie Bowers was absent. She shared that the department has been working on the following: Cleaning up ditches Sweeping streets Completed filling potholes Stoney Run paving started today, April 15. Police Department Mayor Huneycutt referred to Commissioner Hathcock. Commissioner Hathcock referred to. Assistant Chief Eschert. He shared the following information: Today marks the anniversary ofl losing Officer Damon Smith 447-7 Traffic Stops 201 - Citations 2-Vehicle Pursuits 8-Arrests Assistant Chief Eschert shared that the K9 unit received a $3,000 K-9 grant Afollower of the K-9. Jokera and K-9 Bane Facebook page donated 12 CPR masks which can go The same follower donated two medical bags. One will go to the Oakboro Police Department and one will be donated to Oakboro Stem School Through donations, Assistant Chief Eschert has been able to donate the K-9. Jackson for an update to the Parks and Recreation Department. Commissioner. Jackson referred to Mr. Daniel Smith, Parks and Recreation Director. He shared that we are coming into the summer events. Some ofi the early summer events he mentioned are: Movie int the Park- - weekend before Memorial Day as a school finishing up event Working with an event company fora at food truck festival that would include vendors, al live DI, Kidzone and more. This event would be held from 10am-3pm Looking to finish summer off in Augus/Septemberwith: another concert Mr. Smith mentioned he would be getting publicity out this week. He also shared that hei is filing a grant application this week to repair the other field's dugouts. The one field was damaged sO much in a storm that it was repaired last year. The dugouts haven't been replaced ina approximately 15 years. Public' Works Mayor Huneycutt referred to Commissioner Smith. He referred to Ms. Harvey. Ms. Harvey shared that Mr. Bowers was absent but she had a report from him. Water Installed 41 new meters Replaced 4 meters Worked on 2" water leak Replaced 5E-1 Pumps Worked on 2 new pumps at Oak Glen Worked on Sewer Pump Station at Oaks at St. Martin Sewer Advisory Board/Code Enforcement Mayor Huneycutt referred to Commissioner Hathcock. Commissioner Hathcock referred to Ms. Harvey. She shared that True Homes is working on the Hilltop water line at the time. She advised that she didn't have anything newi at this time to share. She shared that the Historic Committee has not met the last two months, but they do have a planned meeting for April 29, 2024. Ati this meeting, they will reassign members, chair and vice-chair oft this committee. Mayor & Commissioner Comments Commissioner Smith thanked everyone in attendance at1 the meeting. Hei thanked Assistant Chief Eschert for getting the books into the elementary schools in Stanly County, Union County and most of Commissioner Barbee thanked everyone for being here today. He thanked all of the department heads for the hard work. He appreciates all the information supplied to the commissioners. He shared that we will have al budget meeting on May 9 and will have information to bring back to citizens. Commissioner. Jackson thanked everyone for being present and as special thanks to the town employees. Commissioner Carpenter thanked everyone for coming and please come back next time. Commissioner Hathcock thanked everyone for coming and mentionèd how nice it is to see the people. Hea appreciates all the people who give up their time to serve. He thanked the town employees and the Mayor Huneycutt thanked everyone for being present to support the town and thel board of commissioners. He mentioned that May 2 is Day of Prayer and encouraged everyone to attend that Cabarrus County. She thanked the board and everyone present. commissioners for all they do. could. He shared that the local pastors would be helping with this. Closed Session Mayor Huneycutt advised that the board has a need for a closed session regarding Personnel (G.S. 143- Commissioner Barbee made a motion to go into closed session. Commissioner Smith: seconded. Voted 318.11(6)) and Attorney-Client Privilege (G.S. 143-318.11 (3)) and carried unanimously. Open Session There was no action taken during the closed session. Commissioner Hathcock made a motion to go back into open session. Commissioner Smith seconded. Voted and carried unanimously.
