Floor closed to Public Comment. ORDER OF BUSINESS 3A. Consideration of Sand City participating in the Monterey County Tourism Improvement District Renewal and Direction to staff regarding same City Manager Norgaard reported that Rob O'Keefe and Jennifer Johnson of the Monterey Convention and Visitors Bureau provided a presentation to the City Council at its February 7, 2023 meeting. Staff was directed to meet with MCCVB representatives and the developer of the South of Tioga project regarding the Monterey County Tourism Improvement District (MCTID). She highlighted the options presented in the staff report, along with a fourth option, and explained the approximate TID tax revenues that could be Mr. O'Keefe commented on the options to include 1) the City continue its MCTID renewal, pay the 2K annually, and upon a hotel opening the $ 2K per year payment would convert to a 3% TOT payment; 2) the City forgets the MCTID and continues to pay the $2,000 per year subject to MCCVB Board approval; 3) the City can opt out entirely There was Counci discussion regarding the various option and received clarification from the City Manager that there was no option 4, as it is similar to Option 2 provided on page received should the hotel be fully occupied. and part as friends. 6 of the staff report. 3:20 P.M. Consideration and Approval of City RESOLUTION Authorizing the City Manager to Execute a Management and Administrative Services Agreement with Regional Government Services (RGS) in an amount not to exceed Cruz. ABSTAIN: None. Motion carried. next meeting. $68,000 for Fiscal Year 2022-2023 City Manager Norgaard presented the staff report and reported that the City's Finance/HR specialist announced her retirement and reached out to several City Managers in Monterey County who suggested Regional Government Services (RGS). RGS is a JPA and was created to serve the consulting, administrative, and project management needs of local governments. Mr. Glenn Lazof provided a proposal to the City and has assigned Mr. Robert Moreno to oversee the finance department. She also informed the Council of the hiring of a temporary full-time front desk assistant. AGENDA ITEM 4 approximately 3:50 PM.
