Motion carried with the following roll call vote: AYES: NOES: ABSTAIN: None Council Members Richard Casavecchia, Jesse Loren, Carol Scianna, Mayor Pro Tem Albert Vallecillo, Mayor Bill Biasi None COUNCILSTAFF COMMENTS: Council Members provided verbal updates. PUBLIC COMMENTS: Tina Lowden addressed the Council, asking for more public updates on the progress made on constructing a senior center in Winters. CONSENT CALENDAR: 6.A) Minutes from the Regular Meeting of the Winters City Council on February 6, 2024 6.B) Warrant Register for the Month of December. 2023 6.C) Presentation of the annual report and adoption of Resolution 2024-17renewing Ordinance 2022-03 "Military Equipment Use" Policy for the Winters Police Department per Assembly Bill 481 (Govt. Code $7070 et seq.) 6.D) Adoption of Resolution 2024-19 Declaring Certain Winters Police Department, Public Works, and Fire Department Vehicles Surplus and Authorizing the Sale City Manager Craig provided an overview of the consent calendar items. The public discussion noted the request for outdoor cannabis to be brought back to the City Council was missing from the minutes, the public comment speaker's name was corrected to Alison! Hapworth-Eldridge, and Kate Laddish representing NRC's letter to the council as part of the homeless discussion was attached to minutes. Motion by Councimember Loren to approve the consent calendar with the above-listed amendments to the minutes of the February 6th meeting, seconded by AYES: Council Members Richard Casavecchia, Jesse Loren , Carol Scianna, Mayor Pro Tem and/or Disposal of Such Surplus Property. Councimember Vallecillo. Motion carried with the following roll call vote: Albert Vallecillo, Mayor Bill Biasi NOES:None ABSTAIN: None PRESENTATIONS: No presentations were made. DISCUSSION ITEMS: 2024. 8.A) Resolution 2024-18 Approving the Seasonal Main Street Closure Schedule for City Manager Craig presented the request for the seasonal closure and noted it was consistent with last year's request. In addition, a request for closure for the kickoff event in March was also requested. Councilmember Casavecchia asked if the March event would again block off in front of Hooby's areas as it did last year because it was not reflected in the staff report. Delaney Holden, the event coordinator, indicated it would and Councimember Casavecchia requested the staff report be amended to reflect that closure. It was also noted all references to closures should be changed to 3pm Friday to 3pm Sunday to match the formal request made. After further discussion, a motion was made by Councimember Scianna to approve the closures with the amendments discussed above. Councimember Casavecchia seconded the motion.
