Introduce and Waive First Reading of Ordinance 2024-02 Adding Chapter 9.24 of Title 9 of  the Winters Municipal Code Related to Encampments Within City Limits  PUBLIC COMMENTS:  Sally Brown offered public comment in opposition to ordinance and in favor of more services, Public comment complained of water contamination in Putah Creek due to Winters unhoused Public comment in support of Sally Brown's, cited report, lived experience re: homelessness. Public comment from Downtown Business Association (DBA hereafter) reiterated safety concerns as documented from female employees coming and going from work. Offered support of Public comment from local business owner reiterated safety concerns, risks to business. Public comment observed that ordinance only as viable as it has collaboration with the County of  incentives for Winters unhoused population.  population.  Public comment about safety concerns after homeless encounter.  ordinance.  Solano.  Public comment in support of ordinance.  Public comment from DBA requesting joint coordination and enforcement of this ordinance  between the City of Winters and the County of Solano. Kate Laddish commented about ordinance specifics.    Motion by Councilmembers Loren to Waive First Reading of Ordinance 2024-02 Adding Chapter 9.24 of Title 9 of the Winters Municipal Code Related to Encampments Within City Limits. Provide staff direction on changes (if any) tot the City's Municipal Code and zoning regulations  related to the establishment of a local cannabis retailer licensing program. Mayor Biasi requested comment City Manager Jeremy Craig.  City Manager Jeremy Craig provided recent history re: the legality of cannabis and the cannabis industry with respect to the City of Winters. Emphasized this is the beginning of a process that  has a lot of work and public input remaining.  PUBLIC COMMENTS:  DBA read letter in support of reconsidering the Ordinance No. 17.205.030 which prohibits Public comment urging City Council to do whatever is best for the residents of the city.  commercial cannabis activity within the city.
