APPROVAL OF AGENDA:  City Manager Craig recommends continuing agenda item E to next City Council meeting. Motion to Continue Item E and Approve Agenda by Mayor Pro Tem Vallecillo, seconded by  Councilmember Casavecchia. A) Minutes of the Regular Meeting of the Winters City Council held on March 19, 2024  B) Warrant Register for the Month of February 2024    C) Resolution 2024-22 Approving the Purchase of Sun Ridge Systems, Inc. RiMS Records Management System and Ancillary Costs to Implement for the Winters Police D) Second Reading and Adoption of Ordinance 2024-02 Adding Chapter 9.24 to Title 9 of the Winters Municipal Code Related to Encampments Within City Limits. E) Resolution 2024-23 Approving a Professional Services Agreement with Davids Engineering, Inc. to Conduct Two Groundwater Feasibility Studies in the Not-TO-Exceed Amount of $579,268 and Authorizing the City Manager to Execute the Agreement Motion to approve Consent Calendar items A-D by Councimembers Scianna, seconded by Mayor  Department. Public comment about camping permits and where the City of Winters unhoused population can Police Chief Miller responded with information about safe camping permits and the camp City Attorney commented that the ordinance complies with current caselaw and that the City Public comment from DBA requesting joint coordination and enforcement of this ordinance  lawfully camp. permitting process.  Manager can issue guidelines as well as provide notices. between the City of Winters and the County of Solano.    CITY MANAGER REPORT:  No report.
