Public comment expressing concern about thei future of the Senior Center project.  Public comment observed that the original meeting with a previous Winters City Manager took Public comment expressed desire for Power Point Presentation from City Manager detailing Public comment asked for more discussion about Winters Senior Center donations, timeline, City Manager Craig responded there would be no tax consequences for charitable contributions C) Resolution 2024-29 Approving a Construction Contract with Flatland Construction for the Finance Office Renovation Project in the Not to Exceed Amount of $435,000 and Authorizing the Mayor Pro Tem Vallecillo expressed concern about a lack of a second staircase from which to Mayor Biasi asked if grant funding is secured, whether future construction impact fees could be City Manager Craig confirmed that impact fees can be used as a funding source.  place 10 years ago.  possible pathways toward building the Winters Senior Center.  approval, and extension.  and that more information will be available later in 2024. Kate Laddish, on behalf of Nonpartisan Democracy Winters, expressed support for Resolution Public comment recommending the adoption or creation of a Winters Citizen Commission, ora  2024-27.  Multipurpose Public' Works commission.  Kate Laddish gave public comment in support of such a commission.
