No reportable action from closed session.  PUBLIC COMMENTS:  Kate Laddish gave public comment about May 4, 2024, Japantown Commemoration and thanked Winters City Council, City of Winters staff, and the Winters Historical Society for their contributions. Kate Laddish announced swim preseason and open  swim begin in May 2024.    CONSENT CALENDAR  A) Minutes of the Regular Meeting of the Winters City Council on April 16, 2024  B) Warrant Register for the Month of March 2024 C) City of Winters Purchasing Policy Update  Motion to approve Consent Calendar items A-C by Council Member Carol Scianna,  seconded by Council Member Richard Casavecchia. DISCUSSIONI ITEMS:  None  A) Approval of Resolution 2024-31 initiating proceedings, providing intention to levy assessments, preliminarily approving engineer's report, and providing for notice of hearing and the mailing of assessment ballots for the City of Winters, Fire Protection and Emergency Response Assessment; and Resolution 2024-32 adopting Proposition 218 Council Member Jesse Loren motioned for Approval of Resolutions 2024-31 and 2024-  Assessment ballot proceedings procedures.  32, seconded by Council Member Richard Casavecchia. The above presentation was continued to a future agenda.    PUBLIC COMMENTS:  No additional public comments were given. CITY MANAGER REPORT:  City Manager Craig thanked Public Works, Winters Fire, Winters PD, and City Council for participating in and making the Youth City Council event a success.
