APPROVAL OF AGENDA: Albert Vallecillo. AYES: NOES: ABSTAIN: None  Motion by Council Member Jesse Loren to approve agenda, seconded by Mayor Pro Tem  Motion carried with the following roll call vote:  Council Members Richard Casavecchia, Carol Scianna, Jesse Loren,  Mayor Pro Temp Albert Vallecillo, Mayor Bill Biasi  None  COUNCILISTAFF COMMENTS: Council Members provided verbal updates.  Mayor Biasi reported that there was no reportable action from closed session on May 21, Council Member Loren asked the Council to approve directing staff to review Planning Commission vacancies and procedures. City Manager Craig noted staff would compile  2024.  the information to be shared with the Council for their review.    PUBLIC COMMENTS:  Corinne Martinez expressed concerns about the design process of the Paseo Park  project and how it fits with previous "downtown visioning."  CONSENT CALENDAR  A) Minutes oft the Regular Meeting of the Winters City Council held on May 7, 2024. B) Resolution 2024-34. Approving the Engineer's Report for the Annual Levy of Assessments for FY 2024-2025 for the City of Winters City-Wide Maintenance Assessment District and Resolution No. 2024-35 Declaring the City's Intention to Levy Motion to approve Consent Calendar items A-B by Council Member Carol Scianna,  and Collect Annual Assessments for FY 2024-2025 seconded by Council Member Richard Casavecchia. Motion carried with the following roll call vote: Tem Albert Vallecillo, Mayor Bill Biasi  AYES:Council Members Richard Casavecchia, Carol Scianna, Jesse Loren, Mayor Pro  NOES: ABSTAIN: None PRESENTATIONS:  None  A) Presentation of Fiscal Year 2023-2024 General Fund Revenues  PUBLIC COMMENTS:  Corinne Martinez commented in support of exploring a quarter of a percent sales tax  increase.  DISCUSSION ITEMS:  A) Adopt Resolution 2024-36 Amending the City Budget to Reflect Past Council Actions Council Member Scianna motioned for Approval of Resolution 2024-36, seconded by  Council Member Casavecchia.  Motion carried with the following roll call vote: Mayor Pro Tem Albert Vallecillo, Mayor Bill Biasi  AYES: NOES:  Council Members Richard Casavecchia, Carol Scianna, Jesse Loren,  None    ABSTAIN: None  B) Introduce and waive first reading of Ordinance No. 2024-02 amending Sections 17.04.140, 17.205.010, 17.205.020, and 17.205.030 of the Winters Municipal Code and adding Section 17.205.040 to the Winters Municipal Code regarding cannabis cultivation  for personal use. PUBLIC COMMENTS: outdoor grow be banned.  Paul Meyer commented in opposition to Discussion Item B and recommended that Cathy Woodman commented in support of outdoor grow, referred to worse outdoor smells such as agricultural manure, emphasized there are odorless strains of marijuana that can Kate Laddish commented about the process that led to the Planning Commission's recommendation and supported that it move forward with a vote from City Council. Motion by Mayor Pro Temp Vallecillo directing staff to look into previous meetings on outdoor grow for additional guidance and to continue this agenda item to June 18, 2024,  be grown, and that since 2017, there have been no complaints.  regular session. Motion carried with the following roll call vote: Mayor Pro Tem Albert Vallecillo  AYES: NOES: ABSTAIN: None  Council Members Richard Casavecchia, Carol Scianna, Jesse Loren,  Mayor Bill Biasi  C) Public Hearing to consider the First Reading of Ordinance No. 2024-05 Rezoning a 6.01 acre parcel APN:038-190-035) located on the south side of East Grant Avenue between East Main Street and Morgan Street from Neighborhood Commercial (C-1) to Central Business Commercial (C-2) with a Planned Development Overlay (PD) and Resolution No. 2024-38 amending the General Plan land use designation from Neighborhood Commercial (NC) to Central Business District (CBD) for the same property Corinne Martinez asked some questions about the rezone that Contract Planner Kate Laddish inquired about the extent of housing that could result from this rezone.. Motion to waive first reading and introduce Ordinance No. 2024-05 by Council Member  PUBLIC COMMENTS: Dowswell clarified.  Loren, seconded by Mayor Pro Temp Vallecillo.
