Mayor Biasi reported that there was no reportable action from closed session on May 21, Council Member Loren asked the Council to approve directing staff to review Planning Commission vacancies and procedures. City Manager Craig noted staff would compile 2024. the information to be shared with the Council for their review. PUBLIC COMMENTS: Corinne Martinez expressed concerns about the design process of the Paseo Park project and how it fits with previous "downtown visioning." CONSENT CALENDAR A) Minutes oft the Regular Meeting of the Winters City Council held on May 7, 2024. B) Resolution 2024-34. Approving the Engineer's Report for the Annual Levy of Assessments for FY 2024-2025 for the City of Winters City-Wide Maintenance Assessment District and Resolution No. 2024-35 Declaring the City's Intention to Levy Motion to approve Consent Calendar items A-B by Council Member Carol Scianna, and Collect Annual Assessments for FY 2024-2025 seconded by Council Member Richard Casavecchia. DISCUSSION ITEMS: A) Adopt Resolution 2024-36 Amending the City Budget to Reflect Past Council Actions Council Member Scianna motioned for Approval of Resolution 2024-36, seconded by Council Member Casavecchia. PUBLIC COMMENTS: outdoor grow be banned.
