Shelly Pierce and Woody Fridae shared information about the Elder Day Celebration taking place on June 29, 2024. Woody Fridae thanked all in attendance of the Japanese Memorial event from May 2024. PUBLIC COMMENTS: Jeff Tenpas inquired about building inspection fees and how it appears to be a revenue source rather than something offsetting costs. City Manager Craig clarified the building inspection fee structure. DISCUSSION ITEMS: A) Resolution 2024-38 Confirming an Assessment Diagram and Assessment and Providing for the FY2024-25 City ofWinters City-Wide Maintenance Assessment District Annual Levy of Assessments Public Hearing opened by Mayor Biasi at 8:24 PM. Further recommended that more effort be undertaken to engage Winters public to generate more swimming pool usage. Administrative Director Cathy acknowledged their concerns and that it will be corrected. Motion by Council Member Loren to approve Resolution 2024-37 with amendment that Rec Fees be adjusted, seconded by Council Member Scianna.
