Motion to approve the April 17, 2024 Meeting Minutes by Commissioner Green, and seconded by Commissioner Neal. Motion passed unanimously. PUBLIC COMMENT AGENDA ITEMS: indefinitely. No speakers came forward to speak on non-agenda items. Robin Singer stated that there are some changes to the agenda. Agenda items 6e, f, and 9 have been tabled until further notice. Also, item 6h is pulled from the agenda Public Comment: Chair Bakker opened the Public Hearing for these items. No one came forward in favor or in opposition. Public Hearing was closed. Motion: Commissioner Landefeld motioned to approve to continue these items at a later date; no date-certain and with re-advertisement. Commissioner Neal seconded. Motion passed unanimously. 1. Application filed by the City of Bradenton. Bradenton. Staff Recommendation: Greg DeLong spoke on behalf of the City for all 4 Ordinances. Staff recommends approval based on the Land Use Regulations right-of-way vacations Section 2.2.7 and also letters submitted by utility companies stating that there are no objections to the proposed right-of-way requests to be vacated. Public Comment: Chair Bakker opened the Public Hearing for these items. No one came forward in favor or in opposition. Public Hearing was closed. Motions: Ordinance 4040, Case RV.24.1517: Commissioner Green motioned to approve. Ordinance 4041, Case RV.24.1518: Commissioner Whetstone motioned to approve. Commissioner Whetstone seconded. Discussion Items: Robin Singer discussed internal changes in the staff report. This includes presentations by staff and applicants. Also, a change in the format of the meeting; she would like to see applicants make their cases, sometimes with staff assistance. Petitioners will also need to be present at the meetings. She would like to see disclosures mentioned after everyone has been sworn in. Scott Rudacille said that this should mentioned before each case for the record. Ms. Singer then discussed how decisions should be made based on the staff report. Director's Report: Ms. Singer updated the City Visioning Project. Stantec is trying to get input from other sectors of the population that they have not heard from. We are waiting to hear back For the Land Use Regulations and Form Based Code changes, restricted regulations were discussed and a major rewrite for the Form Based Code. A consultant will be hired to from them on their preliminary review. There will be some minor amendments to the Comprehensive Plan. assist.
