The following members of the public John Warren spoke regarding thel hours of operation, residential construction ini the area, noise level, event permits, and Planning Commission approvals. Council and staff discussion included hours of operation, allowable types of events, violating the permit, consequences of a complaint, hours of noise, permissible uses during construction, Fire Department requirements during the construction phase, fire hydrant location and access, and construction timeline. Action: Motion by Vice Mayor Silveira, seconded by Councilmember Vierra, approving item 7 with the following changes: Allowable days and times for amplified music are Sunday = Thursday until 10:00 p.m. and Friday - Saturday until 11:00 No special event shall occur on-site while the site is under construction and the Fire Department shall review and approve an interim plan related to hydrant access.
