The meeting was called to order by Mayor Richard Willard at 6:32p.m. It was determined a quorum was APPROVAL OF MEETING MINUTES 2.1.1 - September 15, 2021 Village Council Meeting Minutes 2.1.2- September 27, 2021 Village Council 2nd Budget Hearing Minutes Motion made by Council Member Kirby, seconded by Council President Nyhuis, to approve the minutes of the September 15, 2021 Village Council meeting minutes and September 27, 2021 Village Council 2nd Public Budget Hearing. In a voice vote, the motion passed unanimously. (4-0) 3. CONSENT AGENDA 3.1 Ratification ofpayments made for the following invoices: a) All monthly invoices paid electronically since 9/15/21 to present [see attachment). 3.2 Any additional invoices as may be presented for ratification or payment, if provided fori in Motion made by Council President Nyhuis, seconded by Council Member Kaufman, to approve item 3, Consent the annual budget - Brinkley Morgan Invoice # 218978-51,279.26 Agenda. NEW: BUSINESS 4.1 A RESOLUTION OF THE VILLAGE OF LAZY LAKE, BROWARD COUNTY, FLORIDA PERTAINING TOTHE SUBJECT OF PUBLIC FINANCE; PROVIDING FINDINGS; RATIFYING AND APPROVAL FINANCIAL STATEMENTS FOR THE VILLAGE YEAR 2020-2021; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FISCAL ANI EFFECTIVE DATE THEREFOR. Mayor Willard read the proposed resolution, the purpose and intent of which was explained by Mayor Willard, Accountant Benson, and. Attorney Lunny. Discussion was then opened by Mayor Willard. In a voice vote, the motion passed unanimously.(4-0) 4.2 A RESOLUTION OF THE VILLAGE OF LAZY LAKE, BROWARD COUNTY, FLORIDA PERTAINING TO THE SUBJECT OF PUBLIC FINANCE; PROVIDING RECITALS; AMENDING THE PREVIOUSLY ADOPTED MUNICIPAL BUDGET FOR FISCAL 202D2ITORECONCILE SAME WITHACTUALFSCAL DATA FOR THE PERIOD; PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE YEAR THEREFOR. (4-0) 4.3 Interlocal Agreement for Closest Unit Response. Mayor Willard explained the purpose and intent of the agreement. Discussion was then opened by Mayor Willard. In a voice vote, the motion passed unanimously.(4-0) 4.4 March 8, 2022 Municipal Election Proclamation Motion made by Council President Nyhuis, to authorize Mayor Willard to enter into an agreement with the Broward County Supervisor of Elections for the March 8, 2022 Municipal election, seconded by Council Member Kirby. In a voice vote, thei motion passed unanimously. (4-0) 5. OLD BUSINESS 5.1 Update on office location Mayor Willard informed the Council that the Village office has been officially located to the SunServe Building at 2312 Wilton Drive, Wilton Manners, FI. 5.2 5.3 Update on code enforcement matters Council members discussed noise issues in Lazy Lake. Council President Nyhuis offered his assistance tol help mitigate the situation. There was also a discussion about code enforcement regarding 22101 Lazy Lane. Update on discussions with Wilton Manors 6. Village Attorney comments Village Attorney Lunny advised the Council of their obligation to fulfil 4 hours of ethics training per the Florida's Commission on Ethics.
