MINUTES 06/06/2023 Town of Inglis Planning Commission Meeting June 6, 2023 @ 6:00 P.M Town Hall Commission Room Pledge & Prayer Roll Call: Lisa Levesque (Present) Bruce Logeman (Present) David Waddell (Present) Samuel Hogue (Present) Drew White (Present) Scott Levesque (Present) Clifford Vyner (Present) Attorney Christopher Anderson (Present) 1. Bob: Air Distributors Inc. 131 Hwy 40 Bob is asking for special exceptions, not asking for Zoning Changes. Commissioner Scott Levesque doesn'tsee where two buildings would fit. Sam Hougue said Bob needs ai full site Plan. Mayor Steve Schwing questioned on Façade, and placement of sod. Attorney Christopher Anderson wanted to add that ift the Planning Commission recommends this to the Regular Commission a report will need to be generated. Chris Read Section 34-800. Sec B4. Ift the Planning Commission Chair Drew White made motion to send this over to the Regular Commission to give a vote, Seconded by recommends this to the Regular Commission reports with data need to be added. Commissioner Bruce Logeman. Motion passed 7-0 Make Amendment to Regular Agenda. James Sparkman asked if we need an Engineer Review. Commission Commented. 6Ftfence onC-1 2. Stephen Avis: Fence Variance 275 Hwy 40E Scott Levesque read Code Safety Protection. Sam Hogue said we need procedures for granting Variances and supporting evidence. MINUTES 06/06/2023 2 Attorney Christopher Anderson read Section 34-86 4B. Commissioner Isaac Young asked If both properties fall under the category of a variance? Clifford Vyner said it starts at Ordinance 592 and is a 4.8-8. Chair Drew White asked if the Planning Commission is recommending that the Regular Commission give Stephen James Sparkman said that the Planning Commission cantrecommend, and that they have to chose if they want Avis a Fence Variance. to give it out or not. Chair Drew White made motion to give Stephen. Avis a Variance, Seconded by Commissioner Bruce Logeman. Motion passed 7-0. 3. Chris Karn: Ice Machine 30 US Hwy 19N Chris Karn discussed the Ice Machine. Chris Said he is wanting to place this Ice Machine at least 5 FT behind fire Hydrant. Scott Levesque brought up Setbacks, and made a comment about once water is hooked up wouldn'tthat be a permanent structure? Discussion was held. Bruce Logeman asked about will people pull up to the Ice Machine? Chris Answered with using his Driveway, and have people park and walk upi to thei ice Machine almost like the Bait Shop on Hwy 40W. Commission agrees Chris needs a Site Plan and needs to get with Code Enforcement, and then he can come back toi the Planning Commission for the next step. 4. Dave & Sue Vanschoick: Fence Variance 193 Gladys Ave Code Enforcement Ed Birkler had to give this couple a stop work order on their fence. Commissioner Isacc Young made a Comment about the Neighbors next to 193 Gladys Ave. Dave & Sue Vanschoick want to add a6 6F FTf fence on one side of property, sO they don't have to. see the mess at the Neighbors house. Commissioner Sam Hogue made motion to approve Dave & Sue Vanschoick's 6 FT fence, Seconded by Commission wants to add on the Agenda that the Commission look over and change the Ordiances. Commissioner Scott Levesque. Motion passed 7-0 MINUTES 06/06/2023 3 Mayor Steve Schwing suggested paper trail. 5. Pennoyer: Garage/ Workshop 63 Mary St Lisa Levesque wants Ed Birkler to update Zoning Approval forms. The Pennoyer's need to go talk to Ed Birkler and get a Zoning Approval form. 6. Cery Logeman to Discuss RFP for Building Officials Services or Clerk Administrative Specialist Cery Logeman wants to know if Ed Birkler wants to add a Building Official or a Clerk Administrative. Inspections will be subbed out. Chair Drew White suggested that the Town goes with Development Reviewing Permitting Specialist. Commissioner Lisa Levesque asked what is going to happen when the County drops us? Will we have to doa Mandatory Moratorium? Discussion was held. Mayor Steve Schwing said his goal is to try to have the County stay with us as long as possible till we fill their spot. Lisa Levesque wants the Commission to look at the towns Permits. Scott Levesque made motion to send Development, Review, Permitting Specialist to the Regular Commission, Seconded David Waddell. Motion passed 7-0. 7.
