He was told that the Cityi is not paying for new owners tol hook up to the sewer project and would like clarification. His home had a previous home on it soi it was not a vacant piece of property. Mayor Gibson indicated he did not knowi that ther reimbursement would not applyt to new homeowners. City Administrator. Adams clarified that this is a septic to sewer retrofit project. As such only existing nomes/nomeowners will ber reimbursed for hooking upi to the sewer. New homes will not get reimbursed. Mr. Jennings clarified that there was septic on his property that was abandoned before he purchasedi it. Mayor Gibson stated he willi investigate this further. John Peterson 129 Randle stated that he had a meeting on 04/24 at his house City Administrator. Adams was given emails from Commissioner Catigano regarding his hook up situation. City Administrator, Adams stated hel has not been ablet to read them. Mr. Peterson then stated that at the 04/22 meeting Commissioner McGee stated Mr. Peterson had come before the Commission before asking for money. Mr. Peterson wanted to clarify he never asked the Cityf for money, but he would liket thes same consideration as other residents of IHE. He wanted to knowwhot the overseer of this project was and were they qualified. Mayor Gibson stated' Volusia County Utilities and Mead and Hunt weret the overseers of the program. Mr. Peterson also asked how many people in IHEI have 140-foot sewer run to connect to their hook Brian Fran 196 Randle speaking about the placing of the actual equipment. Hel has a double lot and asked them to put the hook up ont the west side oft the property. Installers instead wanted to puti it on the west side of his property, which was noty what was discussed. This was Greg Livingston: 206 Randle He built a new home where there had previously been al home. He was told in September he would have to abandon his septic and connect to the sewer. Now hei is being told he will not be reimbursed fort the conversion because iti is a new! build. He City Administrator. Adams stated that additional information is coming to light. The question was asked about pits for double lots. The response was every other 501 feet for pit location. Citizens were also advisedi ift they had issues with pit location, they were to view plans at Mead and Hunt's truck. When Metro marked the pit locations, he was asked if the location was acceptable. He said no and they accommodated moving the pit where it up, most people have 40-5 501 feet on average. aj problem, andi they didn't seem tol know what they were doing. wants tol know why hei is not going to get reimbursed. review the details of these cases as iti is a retrofit program. Applied Ecology Agreement- - Groundwater Sampling Indian Harbor Estates This is the same company' who did thei initial water testing before the sewer hookups. Total cost not to exceed $43000 on an annual basis. Mayor Gibson stated the County was reimbursing the Cityf for that testing and asked if the County will reimburse this time as well. City Administrator. Adams stated he will have to check with the County. Commissioner Catigano expressed concern that this was not budgeted for and asked howl long the monitoringy would continue. Itwas explained this is a one-time cost and monitoring would take more than one year. Motion to Approve Vice Mayor Lindlau homes are not hooked up? The decision was to wait to move: forward until more people had hooked upi to the sewer. Commissioner Catigano mentioned setting up at trigger point to begin the testing. Mayor Gibson suggested it would be better until a minimum of 75% of the 300 residents have hooked upt to the sewer. Commissioner Catigano suggested starting once the minimum of 50% had hooked up. This areai is now an open ditch where we had grass before. The ditch is done and the culvert pipes are installed. John Peterson had not asked for anything from the City, but the same consideration others are receiving as far as being able to grant a preference wherei the vati is installed. Mr Peterson has 3 lots, one divided in half and wasi not given consideration as to where thei installation was placed. Additionally, the Commissioner wanted to knowift the City has a response plan for Hurricane Preparedness. Commissioner Catigano suggested we work on this. Mayor Gibson talked about working the Emergency Management Desk some) years ago and the phone never rang. He stated that our citizens are: self-reliant. Perhaps sending out a mailer of emergency numbers would bei in order. Hei thanked the Charter Review Committee, and Mr. Barlow, Mr. Simpson and Mr. Parker fort their help with the Charter Review.
